Award – Province of Nova Scotia Request for Proposal (RFP) WS49662970 for Heating Fuel/Propane/Jet Fuel/Diesel/Gasoline [PDF]
Motion:
That Halifax Regional Council: 
a) Approve the standing offer agreement related to Province of Nova Scotia RFP WS49662970 for Heating Fuel/Propane/Jet Fuel/ Diesel/Gasoline, to Highland Fuel Delivery G.P./ Irving Oil Commercial G.P o/a Irving Energy for the furnace oil, diesel fuel and propane portions of the solicitation, for a period ending June 2020 with the option to renew annually for two (2) additional one year terms for the approximate amount of $10,000,000 per year with funding as outlined in the Financial Implications section of the staff  report dated August 4, 2017.
b) Approve the standing offer agreement related to Province of Nova Scotia RFP WS49662970 for Heating Fuel/Propane/Jet Fuel/Diesel/Gasoline to Bluewave Energy for the gasoline portion of the solicitation, for a period ending June 2020 with the option to renew annually for two (2) additional one year terms for the approximate amount of $1,650,000 per year with funding as outlined in the Financial Implications section of the staff report dated August 4, 2017.
c) Direct the Chief Administrative Offer (CAO) to execute the services contracts with each contractor with terms and conditions acceptable to the CAO and subject to review and approval as to form and authority by Legal Services.

14.1.2 Administrative Order 50 Disposal of Surplus Real Property – PID 40107153, Lot 3 Shore Drive, Bedford [PDF]
Motion:
That Halifax Regional Council schedule a public hearing to consider the sale of PID 40107153 -  Lot 3 Shore Drive, Bedford, to the Bedford Basin Yacht Club as per the terms and conditions of sale set out in Table 2 of the staff report dated July 7, 2017.

That Halifax Regional Council enter into a twenty (20) year lease with Halifax Regional Water Commission for a recreation field located at 857 Upper Governor Street.

That Halifax Regional Council approve the Encroachment Agreement, subject to non-substantive amendments, if any, allowing the installation of the antenna pole and the associated electrical conduit at the proposed location within the right of way, as set out in attachment A of the staff report dated July 18, 2017.

That Halifax Regional Council adopt By-Law P-505, the purpose of which is to amend By-Law P-500, Respecting Parking Meters, to allow the use of pay stations and payment options in addition to parking meters and coin-only payments, as set out in Attachment B to the staff report dated June 30, 2017

Motion
That Halifax Regional Council request a staff report on the feasibility of developing an active transportation facility on the corridor of the Windsor and Hantsport Railway that includes information on the potential cost, property permission options, implementation options, and connectivity to the active transportation network in Halifax and the Municipality of the District of East Hants.

15.1 Councillor Mason

That Halifax Regional Council request a staff report regarding the former Memorial Library that will make recommendations regarding:
1. A formal withdrawal of the approval to return the land and building of the Memorial Library property to the Province of Nova Scotia.
2. Requesting the covenant with the Province of Nova Scotia restricting for the property to park and library use to include “other public use”.
3. Implementing a process to explore HRM or other public use of the space.
4. In the event no appropriate use can be found proceed with the demolition of the library as approved by Council in March 2013.

15.2 Councillor Hendsbee
That Halifax Regional Council request a staff report on pensions as it relates to those Councillors (past and present) that did not have sufficient information to opt in and now want to do so, with a matching municipal contribution to buy back time of service.
