7.1.1 Case 20761:
An Application by Zwicker Zareski Architecture and Planning (ZZap), on behalf of 3088962 Nova Scotia Limited, to amend the Halifax Municipal Planning Strategy and Halifax Peninsula Land Use By-law and to enter into a development agreement to permit a mixed use development at: 1377 and 1389 Robie Street; 5949, 5963, 5969, 5977 and 5989/5991/5993 College Street; and 1452 and 1456 Carlton Street.  [PDF]

The applicant wishes to develop two towers, twenty-nine (29) storeys, plus a penthouse, and twenty-eight (28) storeys, plus a penthouse, mixed-use building on the subject site. The major aspects of the proposal are as follows:
• A total of 577 residential units in the proposed mixed-use building;
• Approximately 12,500 square feet of ground floor commercial space;
• Approximately 30,500 square feet of underground commercial space;
• An underground parking garage consisting of 511 parking spots;
• Internal reconfiguration of 4 existing residential buildings (5969 and 5963 College Street and 1456 and 1452 Carlton Street) to accommodate 34 residential units;
• Relocation of the buildings currently located at 5963 College Street and 5969 (registered heritage property) to the rear yards of 1452 and 1456 Carlton Street;
• Consolidation of two existing properties along Carlton Street (1452 and 1456 Carlton Street); and
• Removal of 4 existing residential buildings (1377 and 1389 Robie Street; 5977 and 5991/5993/5989 College Street) and a portion of 5969 College Street.  

In preparing the recommendation to Halifax and West Community Council, the Committee is asked to review the proposed development with regard to the following:
• Compatibility and impacts on adjacent properties (including existing heritage resources);
• The provision of appropriate changes in building size and massing, to create appropriate transitions to surrounding built forms; 
• Traffic impacts;
• Landscaping and buffering along the proposed east lot line or any property 
boundaries which abut a registered heritage property;
• Proposed indoor and outdoor amenity space for on-site residents; and
• The planning principles of transition, pedestrian-oriented, human-scale, building design and context sensitive, as identified in site-specific plan policy.
