Motion: 
that the Halifax Peninsula Planning Advisory Committee approve the 2017 Annual Report and forward it to Halifax and West Community Council for their information.

10.1 STAFF 

10.1.1 Case 21618: Application by WSP Canada Inc. for substantive amendments to an existing Development Agreement (Case 18254) that enables an eight-storey mixed-use development located at 5511 Bloomfield Street, Halifax.

On September 23, 2013, Halifax and West Community Council (HWCC) approved a development agreement (DA) that enables an eight-storey mixed-use development at the site. A permit was issued for the construction of a 70-unit mixed use development in March 2017; the building is currently under construction. On January 23, 2018, HWCC refused an application for substantive amendments to the DA. The applicant submitted a new application with changes to the design for Council’s consideration. The requested amendments include to:
•    Infill the previously approved surface parking with a four-storey addition along Almon Street with commercial uses on the ground level;
•    Increase the total number of permitted residential units;
•    Increase the number of units having 2 or more bedrooms;
•    Add indoor amenity space at the penthouse level and a landscaped podium on the 5th floor of the proposed four-storey addition;
•    Extend the street wall (wall of the building closest to the street) along Bloomfield Street; and
•    Re-locate all onsite parking underground.

In preparing the recommendation to Halifax and West Community Council, the Committee is being asked to assess potential impact on the community. Quality of indoor and outdoor amenity space, the quality of design detail at street level including landscaping and building entrances and the quality of mitigation of impacts on adjacent properties through effective urban design and landscape treatment.

10.1.2 Case 20928: Application by RHAD Architects for a development agreement at 5720-5722 Inglis Street, Halifax to allow for a 12-unit residential building.

Feedback is sought from Halifax Peninsula Planning Advisory Committee relative to the proposed application. The committee’s recommendation will be forwarded along with the staff report to Halifax and West Community Council. In preparing your recommendation, please advise whether the proposal complies with the policy in consideration of the following: change in use, building massing, buffering and screening, site design and traffic/parking.

i) Presentation

10.1.3 Case 21321: Application by Michael Napier Architect to amend the Halifax Peninsula Land Use By-Law (Schedule Q) to include one property at 2856 Gottingen Street, Halifax, and requesting substantive amendments to an existing development agreement (Case 18149) to include this property and allow an eight-storey multi-use building at the corner of Gottingen and Bilby Streets.

The property owner of the adjacent three properties has acquired this piece of property at 2856 Gottingen Street and is requesting to apply “Schedule Q” to the property, and amend the existing development agreement to allow for a redesign of the building to be located on this property as well. The proposed redesigned building includes an extra storey and additional commercial space and residential units for a total of eight stories and 64 residential units.

In preparing the recommendation to Halifax and West Community Council, the Committee is being asked to assess the quality of: indoor and outdoor amenity space, design detail at street level including landscaping and building entrances, and mitigation of impacts on adjacent properties through effective urban design and landscape treatment.
