Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality recommend Regional Council adopt Administrative Policy One, The Procedures of The Board of Police Commissioners Administrative Policy, as set out in Attachment 1 of the staff report dated November 1, 2023.  

10.2.5 Amendments to the Board of Police Commissioners Policy Manual [PDF] 
Motion: 
That the Board of Police Commissioners for the Halifax Regional Municipality:

1. Approve the additions and amendments to the Board of Police Commissioners’ Policy Manual, as outlined in Attachment 1 of the staff report dated November 1, 2023.

2. Direct staff to review the Stakeholder Engagement and Community Survey to Measure Trust and Confidence policies contained in the Board of Police Commissioners’ Policy Manual and assess progress in meeting the objectives outlined in these policies.

Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality:

1. Direct the Chair of the Board of Police Commissioners write a letter to the Provincial Ministers of Justice and Health requesting that regulations be drafted pursuant to section 83(1)(i) of the Involuntary Psychiatric Treatment Act, SNS 2005, c 42 to define “other authorized individual” under section 16(2) of the Act, so as to permit someone other than a peace officer to remain at the place of a medical examination and retain custody of a person undergoing a medical examination until such examination is completed.

2. Direct the Chair of the Board of Police Commissioners write a letter to the Acting CEO of Nova Scotia Health requesting that funds be designated to hire additional clinicians for the Mental Health Mobile Crisis Team (MHMCT).
