Motion:
That Halifax Regional Council:

1. Adopt the proposed amendments to the Halifax Municipal Planning Strategy (MPS) and the Halifax Mainland Land-Use By-law (LUB), and as set out in Attachment A and Attachment B (Revised) of the staff report dated March 1, 2023.

2. Direct the Municipal Clerk to delay posting the notice on the municipal website that the amendments
set out in Attachment A and Attachment B (Revised) of the staff report dated March 1, 2023 are in force until such time as the notice is posted that the amendments for Case 24063: Interim Incentive or Bonus Zoning Program outside of the Regional Centre are in force.

Motion:
That Halifax Regional Council grant permission for the Canadian Armed Forces to fly an aircraft from CFB Shearwater via Halifax Harbour, going up the circumferential highway to Nova Scotia Highway 118 and turning around and returning to CFB Shearwater, at a height of 500 feet above the highest obstacle at approximately 11:30 a.m. - 11:45 a.m. on August 19, 2023 as part of the Highway of Heroes Tribute.

15.1.1 Second Reading Proposed By-law A-601, an Amendment to By-law A-600, Respecting Advertisements on Provincial Highways, and Proposed Amendments to Administrative Order 15, Respecting License Permit and Processing Fees [PDF]

That Halifax Regional Council:

1. Adopt By-law A-601, amending By-law A-600, the Advertising on Provincial Highways By-law, as
set out in Attachment 5 of the staff report dated February 22, 2023;

2. Direct staff to forward By-law A-601 to the Minister of Public Works for approval; and

3. Adopt the amendments to Administrative Order Number 15, the License, Permits and Processing
Fees Administrative Order, as set out in Attachment 6 of the staff report dated February 22, 2023 to increase the license application and renewal fees, as set out in Table 4 of the staff report dated February 22, 2023.

Motion:
That Halifax Regional Council:

1. Adopt By-law R-400 Respecting Registration of Residential Rental Properties, the purpose of which is to establish a municipal residential rental registry, as set out in Attachment A of the staff report dated January 20, 2023.

2. Adopt By-law M-202, the purpose of which is to amend By-law M-200 Respecting Standards for Residential Occupancies, the purpose of which is to amend certain minimum standards applicable to rental housing, as set out in Attachment C of the staff report dated January 20, 2023.

15.1.5 Proposed Amendments to Administrative Order 58, Respecting the Delegation of Certain Authorities – Approval of Non-Disclosure Agreements [PDF]
Motion:
That Halifax Regional Council adopt the proposed amendments to Administrative Order 58, the Delegation of Certain Authorities Administrative Order, as set out in Attachment A of the staff report dated March 16, 2023, to modify the process for approval of non-disclosure agreements.

15.1.6 Private City Lights* [PDF]
Motion:
That Halifax Regional Council continue the practice of not maintaining or replacing street light fixtures on private roads unless the ownership of the private road or lane is transferred to the Halifax Regional Municipality. 

15.1.7 Pan-African Crosswalks Pilot Project Update* [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to: 

1. Permanently expand the current Crosswalk Graphics Program to enable the painting of Pan-African colours on existing marked crosswalks in historic African Nova Scotian communities to be funded through District funds or other external funding; and 

2. Allocate funding from the Public Works operating budget to be used to maintain the Pan-African crosswalk art at the marked crosswalk at Cherry Brook Road and Highway 7 and at Maclaughlin Road and Highway 7 as per the financial implications section of the staff report dated March 28, 2023. 

15.1.8 Endorsement of 2023-26 African Nova Scotia Road to Economic Prosperity Plan

Motion:
That Halifax Regional Council:

1. Endorse the 2023-26 African Nova Scotian Road to Economic Prosperity Plan (REPP) as set out in Attachment A of the staff report dated March 28, 2023;  

2. Endorse the Chief Administrative Officer’s (CAO) inclusion of $365,000 (net HST included) in each of the 2023/24, 2024/25, and 2025/26 annual budget processes, as part of the Office of Diversity and Inclusion budget, to fund the Halifax Partnership to manage Years 3-5 of the REPP’s implementation; and, 

3. Direct the CAO to develop and execute a services agreement with the Halifax Partnership to ensure accountability.

That Halifax Regional Council adopt and authorize the Mayor and Clerk to enter into and execute the Incentive or Bonus Zoning Agreement, which shall be substantially of the same form as set out in Attachment B of the staff report dated March 28, 2023, for the nine-storey, mixed-use development at 5185-89 South Street and 1221 Barrington Street, Halifax.

That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 6032-6034 Charles Street, Halifax in the Registry of Heritage Property for the Halifax Regional Municipality, as shown on Map 1 of the staff report dated March 17, 2023, as a municipal heritage property under the Heritage Property Act.

That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 2096 Creighton Street, Halifax in the Registry of Heritage Property for the Halifax Regional Municipality, as shown on Map 1 of the staff report dated March 17, 2023, as a municipal heritage property under the Heritage Property Act.

That Halifax Regional Council direct the Chief Administrative Officer (CAO) to provide a staff report to create a signage policy including guidelines for branding requirements, included languages and consistency for all signs including subdivision signs, community signs, commemorative & interpretive signs, heritage conservation district signs, cultural district signs, business improvement district signs, parks signs and neighbourhood signs.
