14.1.1
Award – Request for Proposals (RFP) P14-360, Public Wifi

Motion:
That Halifax Regional Council:
1. Award RFP P14-360, Public Wifi to the highest scoring proponent, Bell Aliant for a five (5) year period at a total cost of $2,631,665 including net HST as outlined in the Financial Implications section of the staff report
dated January 20, 2017.
2. Direct the CAO to execute an amendment and schedule to the existing master agreement with Bell Aliant subject to the final negotiation of terms acceptable to the CAO, receipt of Ministerial approval, and approval to form and authority by Legal Services.
3. Delegate authority to approve increases and changes to the services, as outlined in the RFP, to the CAO or his delegate, subject to budget availability.

14.1.2 Award – Quotation 16-104, Purchase of one (1) Mobile Command Unit [PDF]
Motion:
That Halifax Regional Council award tender 16-104 for one (1) Mobile Command vehicle to Tri-Star Industries, the lowest bidder meeting specifications, for $742,621 (net HST included) with funding from Project Account No. CVJ01088 - Fire Apparatus Replacement, as outlined in the Financial Implications section of the staff report dated December 2, 2016.

14.1.3 Award – Tender 16-186 Canal Greenway Park [PDF]
Motion:
That Halifax Regional Council award Tender 16-186 Canal Greenway Park to the lowest bidder meeting specifications, Schooner Excavation Limited, for a Total Price of $620,396 net HST included, with funding from CDG00493, as outlined in the Financial Implications section of the staff report dated January 6, 2017.

14.1.4 Case 20582 – Discharging Agreement – 5144 Morris Street, Halifax [PDF]
Motion:
That Halifax Regional Council:
1. Approve, by resolution, the proposed Discharging Agreement, which shall be substantially of the same form as set out in Attachment A of the staff report dated January 9, 2017; and
2. Require the Discharging Agreement be signed by the property owner within 120 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end.

14.1.5 Case 20850 – Discharging Agreement for 1343 Hollis Street, Halifax [PDF]
Motion:
That Halifax Regional Council:
1. Approve, by resolution, the proposed Discharging Agreement, which shall be substantially of the same form as set out in Attachment A of the staff report dated January 9, 2017; and

14.1.6 Property Disposal, PID 41287137 – Highway 101 and Margeson Drive, Middle Sackville – Cobequid Cultural Society REVISED [PDF]
Motion:
That Halifax Regional Council:
1. Declare 2.0 acres of PID 41287137, Highway 101 and Margeson Drive, Middle Sackville, as shown on Attachment “A” of the staff reported dated December 23, 2016, as no longer required for the purposes of the Municipality and surplus to municipal requirements, and categorize the parcel, as ‘Economic Development’, as per Administrative Order 50;
2. Direct Planning and Development staff to review and advise CCS respecting the planning application approvals required in order to facilitate the development proposal on this site inclusive of addressing land use, subdivision, shared parking, vehicle access and egress, proximity to Provincial right of ways, as well as the size and location of septic fields, and report back to Council as may be required; and
3. Following the resolution and determination of the planning approval process return to Council with the recommended terms of the shared parking agreement and terms of the property conveyance for final approval by Council.

14.1.7 LiDAR Data Acquisition – Advanced Capital Funding [PDF]
Motion:
That Halifax Regional Council:
1. Suspend the Terms of Reference of the Audit and Finance Standing Committee requiring the Committee to review and make a report and recommendation to Regional Council; and
2. Approve advanced funding for the Project CI000020 – LiDAR Data Acquisition in the amount of $2,400,000, as per the financial implication section of the staff report dated January 10, 2017.

 

14.2 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
14.2.1 Data Sources – Monitoring of Centre Plan [PDF]
Motion:
That Halifax Regional Council request staff to provide a report which details the baseline data and sources that will be used in the monitoring of the Centre Plan as set out in Section 4.1.2 of the draft Centre Plan.

14.2.2 Request from DEANS – STEP Program [PDF]
Motion:
That Halifax Regional Council:
1. Support the Strategic Tourism Expansion Program (STEP) Phase 2 project, as requested in the May 26, 2016 submission from Destination Eastern & Northumberland Shore (DEANS), with a package of in-kind and financial support amounting to $33,700, as described in the Financial Implications section of the staff report dated December 21, 2016, and
2. Direct the CAO to nominate a staff member to sit on the project Phase 2 Working Committee.

14.2.3 Community Facility Master Plan 2 [PDF]
Motion:
That Halifax Regional Council:
1. Approve the use of the Community Facility Master Plan 2 (CFMP2) as a framework for municipal decision-making regarding recreation facilities; and
2. Approve the categorization of the CFMP2 recommendations outlined in Attachment 1 of the staff report dated January 6, 2017, and direct staff to incorporate the recommendations in future annual Business Plans for Council’s consideration.

 

14.3 TRANSPORTATION STANDING COMMITTEE
14.3.1 Trans Canada Trail Route in Halifax Regional Municipality [PDF]
Motion:
That Halifax Regional Council endorse the proposed interim alignment of the Trans Canada Trail through Halifax Regional Municipality and endorse ongoing collaboration between the Municipality, the Nova Scotia Trails Federation and the Trans Canada Trail (TCT) on the development of a connected and complete TCT route within the municipality.

14.3.2 Low Income Transit Pass Pilot Program Extension & Expansion [PDF]
Motion:
That Halifax Regional Council:
1. Extend the completion date of the Low Income Transit Pass Pilot Program from March 1, 2017 to June 30, 2017 for those accepted into the pilot program for September 2016;
2. Amend the program eligibility criteria to exclude the use of income from roommates in the calculation of household income as per Attachment A of the staff report dated January 10, 2017
3. Approve the implementation of an annual Low Income Transit Pass Program for up to 1,000 qualified applicants beginning July 1, 2017;
4. Direct Staff to enter into discussion with the Province of Nova Scotia to evaluate opportunities for offering transit passes to those currently receiving a transportation subsidy; and
5. That Halifax Regional Council request a staff report regarding the possible inclusion of the following in relation to the Low Income Transit Pass Pilot Program Extension and Expansion:
• Solicit the United Way to become one of the “community partners” referenced that helps citizen’s complete application;
• Consider a “Fair Entry Halifax” program, modeled on similar program in Calgary, so that applicants do not have to repeatedly demonstrate low income in order to qualify for municipally subsidized programs; and
• Consider including the Mobile Food Market as a drop location for Low Income Bus Pass applicants.

 

14.4 HALIFAX AND WEST COMMUNITY COUNCIL
14.4.1 Rodent Control [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Continue to bait for rodent control, as required, on municipal property; and
2. Amend Administrative Order 2016-003-ADM, Respecting Construction Site Management to include rodent control in the form of pre-baiting for a period of 10-14 days prior to demolition or major construction.

 

14.5 MEMBERS OF COUNCIL
14.5.1 Councillor Walker – Possible Amendment to Halifax Mainland Land Use By-law [PDF]
Motion:
That Halifax Regional Council request a staff report regarding possible amendments to the Halifax Mainland Land Use By-law under the C-2 Zone (signs) to include the addition of 42(3).

42(3) in addition to signs permitted in (1) each C-1, C2-A, or C-2 use a business located in a corner unit shall be permitted an additional identification sign which may be illuminated.

14.5.2 Councillor Walker – Possible Amendment to By-Law C-501 Respecting Vending on Municipal Lands (22 Kb)
Motion:
That Halifax Regional Council request a staff report to consider amending By-Law C-501 Respecting Vending on Municipal Lands to include selling clothing from a motor vehicle on HRM property.

15.1 Ratification of Committee of the Whole Motion from January 25, 2017
Motion:
That Regional Council request a staff report regarding options and opportunities for adjusting the Local Transit and Regional Transportation rates to better reflect service delivery in both areas and bring recommendations for consideration during the 2018/19 budget deliberations.

Motion:
That Halifax Regional Council:
1. Adopt the recommendations of the Standing Committees regarding the Citizen Appointments as outlined in Attachments # 1 of the private and confidential staff report dated January 27, 2017.
2. Waive the limit on maximum length of service and ratify the appointments to the North West Planning Advisory Committee.
3. It is further recommended that the Citizen Appointments be released to the public following ratification and notification of the successful candidates.

16.2 Property Matter
A matter pertaining to providing instruction and direction to officers and employees of the Municipality pertaining to the acquisition / sale of land in regard to

16.2.1 Buy-Back Agreement – 19077, Highway 7, Spry Harbour – Private and Confidential Report
Motion:
That Halifax Regional Council:
1. Authorize the Mayor and Clerk to release the Buy-Back Agreement registered against the property located at 19077, Highway 7, Spry Harbour; and
2. That the private and confidential report dated January 17, 2017 can be released to the public following the release of the Buy-Back Agreement.

16.2.2 Councillor Mancini – Property Matter – Strategic Purchase of Property – Private and Confidential Report
Motion:
That Halifax Regional Council request a staff report to:
1. consider the possible acquisition of the property as outlined in the private and confidential Councillor Request Form.
2. consider options for the property as outlined in the private and confidential Councillor Request form.

 

17. ADDED ITEMS

17.1 Herring Cove Water Servicing Phase 2B – Revised Scope (15.5 Mb) [PDF]
Motion:
That Halifax Regional Council:
1. Change the scope of the Herring Cove Water Servicing Phase 2B project so that it connects John Brackett Drive (Highway 253) to water and wastewater servicing, using the hybrid system outlined in Option 3 of the staff report dated January 16, 2017 with a revised total project cost of $4,561,952. This revised project is conditional upon final approval from Council following community consultation on the Local Improvement Charge (LIC).
2. Direct staff to send the revised scope to the Provincial and Federal governments for approval under the Clean Water & Wastewater Fund;
3. Request Halifax Water proceed with detailed design for the revised scope; and
4. Continue to pursue cost sharing for the full scope of Phase 2B with the provincial and federal governments as per Council’s original funding application.

17.2 Councillor Hendsbee – Staff Report Review of Local Improvement Charges (LIC) from By-law S434, an Amendment to By-Law S-400, Respecting Charges for Street Improvements [PDF]
Motion:
That Halifax Regional Council request a staff report to determine whether the balance remaining on the Local Improvement Charge for paving at 51 Sandy Point Road in Porters Lake can be waived.

17.3 Ratification from Committee of the Whole – Proposed Administrative Order 2016-005-ADM – Procurement Policy
Motion:
That Committee of the Whole recommend that Halifax Regional Council approve:
a) The repeal of Administrative Order #35 Procurement Policy; and
b) The adoption of Administrative Order #2016-005-ADM – Procurement Policy as outlined in Appendix A of the staff report dated December 13, 2016 with the following amendments:
• Strike section 36.2 (a) “the CAO may approve a contract award of any amount when Council is on summer or December holiday break” and renumber the rest of the section accordingly;
• Note on page 15 indicating “Not exceeding $2,000,000 if clause 36(2)(f) applies” be amended to reflect $1,250,000.

17.4 Supplemental Report regarding expansion Procurement Policy Criteria Scoring
Motion:
That Committee of the Whole recommend that Halifax Regional Council direct staff to return with a report that addresses options for scoring of Local preference, social economic benefit, employee compensation/living wage, and environmental impact when evaluating proposals, and recommend any supporting amendments to the procurement policy as a result.

Motion:
That Halifax Regional Council:
1. Approve the TD Common Ground Project sponsorship of the Dartmouth North Community Centre as set out in the private and confidential report dated February 6, 2017; and
2. Authorize the Mayor and Clerk to execute a Sponsorship Agreement between Halifax Regional Municipality and the Toronto-Dominion (TD) Bank, incorporating the key terms set out in Table 1 of the private and confidential report dated February 6, 2017.
It is further recommended that the private and confidential report dated February 6, 2017 not be released to the public
