Application by OSO Planning + Design, on behalf of the property owners, to enter into a development agreement to allow for a mixed-use development near the intersection of Hammonds Plains Road and Larry Uteck Boulevard in the Bedford West Area 1 & 12 Special Planning Area (PID 00645846).
Proposal
The applicant wishes to enter into a development agreement to allow for a mixed-use development near the intersection of Hammonds Plains Road and Larry Uteck Boulevard in the Bedford West Area 1 & 12 Special Planning Area (PID 00645846), also known as Harmony Park.
The major aspects of this proposal are as follows:
- Five (5) mixed-use residential and commercial buildings, ranging from 4 to 8 storeys in height;
- A total of 112 residential dwelling units and 10,000 square feet of commercial space;
- Three landscaped recreational areas
- Covered/underground parking for 140 vehicles and surface parking for 40 vehicles;
- Access from Larry Uteck Boulevard
The Development Plans (provided below) outline the development proposal in detail, and include information related to proposed buildings, traffic impact, parking locations, driveway access, and landscaping.
Process
In accordance with the Housing for the Halifax Regional Municipality Act and the Minister of Municipal Affairs and Housing for the Province of Nova Scotia, Penhorn has been designated as a Special Planning Area. In accordance with this new Provincial Act, planning decisions for the area inclusive of changes to policy, zones, or the application of Development Agreements to these lands will no longer be considered via the Public Hearing process and a Council decision. Instead, applications will be seen by the newly established Executive Panel on Housing in the Halifax Regional Municipality and decided upon by the Minister of Municipal Affairs and Housing. Once made, this decision will then be posted to this website.
Status
This application is currently in the Team Review stage of the process where the request is reviewed by internal municipal staff and external stakeholders. The next step will be public consultation, which will include a notification sign posted on the site and a mailout sent to surrounding residents.
Documents Submitted for Evaluation
The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
