Request
Application for a development agreement to permit the construction of a multiple-unit dwelling at 15 Kennedy Drive.
Proposal
The applicant wishes to enter into a development agreement to construct a 10-storey, 220-unit building.
The major aspects of the proposal are as follows:
- The intention is to build the multi-unit building on the same lot as an existing 8-storey residential building. No subdivision is proposed.
- 10 storeys of residential units
- Underground parking
The Development Plans (provided below) outline the development proposal in detail, and include information related to the layout of the site, traffic impacts, and the servicing and stormwater management. The site plan, rendering, and landscaping plans have been updated to reflect the new design and location of the building, the rest of the documents will be updated once submitted by the applicant. Staff have confirmed with other internal departments there are no major concerns with traffic, servicing or stormwater management based on the change in design proposed by the applicant.

Status
The Public Engagement phase of this application has ended. A public open house was held on September 3, 2025, at the East Dartmouth Community Centre at 50 Caledonia Rd., Dartmouth. Comments from the public are still welcome at any time, by reaching out to the planner on the project (contact information below). As a result of the input from the public during engagement, the applicant has reduced the building size and unit count (from 250 to 220 units), and relocated the building to be further away from adjacent dwellings. Staff will send a notification of these changes to adjacent property owners through a mail out and begin creating a staff report and development agreement to be considered by the Harbour East – Marine Drive Community Council at a future meeting.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
