Request

Application by ZZAP Consulting Inc., on behalf of the property owner requesting to amend the existing development agreement for Brunello Links to enable a “Nordic/Wellness Spa” as a permitted use within the golf course and create a minor alteration to the boundaries of where the golf course may be established, to accommodate the spa.

Proposal

The applicant wishes to amend the existing development agreement to allow a Nordic/Wellness spa as a permitted use within the area of the golf course. The major aspects of the proposed spa include:
•    Outdoor hot & cold pools;
•    Sauna;
•    Steam rooms; and
•    Resting areas

The alterations to the boundary of the golf course are only being requested for a small portion of the lands between golf holes 10 and 18. There are no changes to the existing boundaries of any residential lots, the boundary alteration is proposed within a parcel of land owned by the developer. The developer has proposed a minimum non-disturbance buffer of 6m between the proposed spa and the adjacent residential lots on Tuscany Run.

The Planning Rationale (provided below) outlines high-level details of the proposal. At this time, the proposed location within the rationale document is just a proposed site, it is not yet been confirmed as the location where a spa may be located. The proposal is to amend the existing development agreement to enable the Nordic/Wellness Spa as a permitted use within the development agreement and alter the boundaries of where the golf course is permitted to accommodate the proposed spa. The construction of the spa would require a separate construction permit, not included in this process.

Process

The application will be considered under the Substantive Amending Development Agreement process.

Status

A public hearing will be held by Halifax and West Community Council on December 1, 2025 at 6:00 p.m. at Halifax City Hall (Council Chamber), 1841 Argyle Street, Halifax, NS.

All oral and written submissions will be considered at that time. Written submissions are welcomed and encouraged in advance of the hearing itself. These submissions are distributed to all Councillors and considered at the time of their decision. Box 1749, Halifax, NS, B3J 3A5. Written submissions must be received by the Municipal Clerk’s Office as early as possible and not later than 3:00 p.m. on December 1, 2025.
