HARBOUR EAST - MARINE DRIVE COMMUNITY COUNCIL

On December 4, 2025, Harbour East – Marine Drive Community Council approved the application to enter into a development agreement at 119 Merrimac Drive, Cole Harbour. Please see status section below for more details.

Request

To enter into a new Development Agreement for the lands at 119 Merrimac Dr in Cole Harbour (PID 40145641).

Proposal

The applicant has applied to enter into a development agreement for the lands located at 119 Merrimac Dr (PID 40145641) to allow for the existing 41-unit residential building and the development of a new 8-unit residential building.

The major aspects of the proposal are as follows:

  • Inclusion of the existing 41-unit residential building as is currently built
  • Development of a new 8-unit residential building fronting onto Merrimac Dr
  • Reconfiguration of the parking area and driveway entrances

The Development Plans (provided below) outline the development proposal in detail, and include information related to existing and proposed building locations, parking locations, driveway access, and landscaping. 

Process

The application will be considered under the Development Agreement Process.

TAKE NOTICE THAT Harbour East – Marine Drive Community Council did, on Thursday, December 4, 2025, approve the following:

PLANAPP 2024-00294 - Fathom Studio is applying to enter into a Development Agreement for the lands at 119 Merrimac Drive in Cole Harbour (PID 40145641).

Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Regulatory and Appeals Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.

This notice was posted to this site on December 5, 2025 in accordance with the requirements of the Halifax Regional Municipality Charter.

Documents Submitted for Evaluation

The applicant has submitted materials required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
