On August 11, 2025, North West Community Council passed first reading to initiate consideration of the application. A public hearing has been set by the Community Council, to be held on September 8, 2025, at 6:00pm at Halifax City Hall (Council Chamber), 1841 Argyle Street, Halifax, NS.

All visitors to Halifax City Hall must sign in at the security desk, located at the main (Grand Parade) entrance of City Hall. Visitors who use the accessible entrance on Argyle Street will be escorted to the security desk by staff. All visitors must present federal, provincial, or territorial government-issued photo ID to security. If a visitor does not have government issued photo ID, they may present two pieces of federal, provincial, or territorial government-issued ID, two pieces of documentation (e.g. bills) or a combination of two pieces of government-issued ID/documentation as long as they both include their first and last name.

Amendment to Appendix A-1 within the Beaver Bank/ Hammonds Plains/ Upper Sackville Land Use By-law.

Proposal

The applicant wishes to amend Appendix A-1 within the Beaver Bank/ Hammonds Plains/ Upper Sackville Land Use By-law to change the maximum permitted units on 326 and 328 Beaver Bank Road (PID 41535998 & 41517525). Please note, PID 41535998, civic 326, is listed in Appendix A-1 as PID 41052978. The PID number has changed since the creation of Appendix A-1, however, this change does not affect the total number of units that are permitted on that property through the Appendix.

The major aspects of the proposal to amend Appendix A-1 are as follows:

  • 326 Beaver Bank Road: increasing the total permitted units from 240 units to 266 units
  • 328 Beaver Bank Road: increasing the total permitted units from 120 units to 133 units.
  • The proposed amendments to Appendix A-1 would result in a total of 39 additional units being permitted on the two abutting lots.
  • The existing 360 units were previously approved on the subject properties through the as-of-right process and are included within Appendix A-1. This application does not alter the previous approved number of dwelling units.

The application documents (provided below) outline the development proposal in detail, and include information related to the site plan, building plans, and traffic impacts.

The application will be considered under the Land Use Bylaw Amendment Process.

Status

The application received first reading by North West Community Council on August 11, 2025. A public hearing has been set for September 8, 2025, to consider the application. The meeting will take place at 6:00pm at Halifax City Hall (Council Chamber), 1841 Argyle Street, Halifax, NS. Members of the public are encouraged to participate in the public hearing and provide feedback to the Community Council prior to the Council making a decision on the proposed application. A mail out will be sent to the surrounding community advertising the public hearing. Documents Submitted for Evaluation

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
