Application for a development agreement to permit the construction of a multiple-unit dwelling at 15 Kennedy Drive.

Proposal

The applicant wishes to enter into a development agreement to construct a 10-storey, 250-unit building. 

The major aspects of the proposal are as follows:

• The intention is to build the multi-unit building on the same lot as an existing 8-storey residential building. No subdivision is proposed.
• The two towers of the building will share a podium.
• 10 storeys of residential units
• Underground parking

The Development Plans (provided below) outline the development proposal in detail, and include information related to the layout of the site, traffic impacts, and the servicing and stormwater management. 

Process

The application will be considered under the Development Agreement Process

Status

The application is now in the public engagement stage. A public open house was held on September 3, 2025 at the East Dartmouth Community Centre, 50 Caledonia Rd., Dartmouth. Adjacent property owners were notified by mail. Once all public engagement has been completed, staff will incorporate all feedback into a staff report to be considered by the Harbour East – Marine Drive Community Council at a future meeting.

Documents Submitted for Evaluation

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
