Upper Hammonds Plains Land Use Designation:

THAT North West Community Council request a recommendation report outlining options for amending the Land Use By-law for the Upper Hammonds Plains designation area with the goal of mitigating conflict between allowable uses in the area.

MU-1 Zoning Beaver Bank Hammonds Plains Upper Sackville LUB:

THAT North West Community Council request a staff report to consider amending the Beaver Bank, Hammonds Plains and Upper Sackville Land Use Bylaw under MU-1 zoning to allow for additional uses for children beyond daycare and education. The report should also consider creation of a new category(ies) within the MU-1 zoning to allow for businesses supporting children’s developmental activities.

Sackville LUB Amendment for Accessory Buildings:

THAT North West Community Council direct the Chief Administrative Officer to return to North West Community Council with amendments to the Sackville Land Use By-law to allow for a larger maximum footprint for accessory structures on large lots.

Sch J Restriction Beaver Bank Hammonds Plains Sackville LUB

THAT North West Community Council request a staff report on lifting the restrictions in Schedule J of the Hammonds Plains, Beaver Bank and Upper Sackville Land Use By-law, entitled “Beaverbank / Hammonds Plains Growth Control Areas”, to permit new connector roads off Hammonds Plains.

Case 22732 Kenwood Ave Storm Water Management and Access

THAT North West Community Council defer consideration of Item 10.1.2 Case 22732: Development Agreement for lands off Kenwood Avenue, Hammonds Plains to a future meeting of North West Community Council, pending a supplemental staff report which provides further information on storm water management planning for the proposed development and primary access through Kingswood Drive.

THAT Halifax Regional Council request a staff report to consider the proposed amendments to Schedule 6 (St. Margarets Village) of Administrative Order 2018-003-ADM and apply the Uniform Charge to all properties in the sub-division as submitted by the Saint Margaret’s Village Community Association.

THAT Halifax Regional Council request a staff report to include costs and potential funding sources on building community connector roads for neighborhoods restricted by limited emergency access routes, whereas climate change, drought, and absence of piped fire hydrants pose increased risk to life and property.

THAT Halifax Regional Council request a staff report with respect to funding a portion of the Hubbards Streetscape Project Community Plan.

THAT Halifax Regional Council request a staff report to: 1. Reaffirm council’s commitment to the proposed BMBCL (Blue Mountain Birch Cove Lakes) park; 2. Acknowledge the new NSNT (Nova Scotia Nature Trust) connector as now formally part of the conceptual park boundary; and 3. Confirm the correct name of the proposed park to Blue Mountain Birch Cove Lakes Regional Wilderness Park.

THAT Halifax Regional Council request a staff report to review street lighting procedures and policies across HRM. The report should also include consideration to adopt a mechanism for street light removal and a policy on under – or over illumination.

THAT Regional Council request a staff report on the request from the 2022 World Sailing Championship Host Society for $1.335 million to support infrastructure improvements for the event.

THAT Halifax Regional Council: ... 2. Request a staff report on the status of the proposed provincial Highway 113 as it relates to the Blue Mountain Birch Cove Lakes Wilderness Area potentially becoming a National Urban Park under the federal government’s expanding national urban park program.

THAT Halifax Regional Council request a staff report regarding the end of use and removal of the word Indian from all municipal street and place names, and recommendations on potential new names, including possible use of Mi’kmaq placenames.

Negotiation of contract extension with Mirror N.S. Ltd.:

THAT Halifax Regional Council direct the Chief Administrative Officer: ... 2. To negotiate an extension to contract timelines with Mirror Nova Scotia Limited as outlined in the Discussion Section (Next Steps) of the staff report dated June 18, 2021 and return to Council with a recommendation.

THAT Halifax Regional Council: 1. Initiate a process to review and amend the land use polices and regulations under the Upper Hammond Plains Land Use Designation within the Municipal Planning Strategy and Land Use By-law for Beaver Bank, Hammonds Plains and Upper Sackville; and any other planning documents as necessary to mitigate conflict between allowable uses in the area;

THAT Halifax Regional Council direct the Chief Administrative Officer conduct a review of the financial, administrative and governance policies and practices of the Community Monitoring Committee of Otter Lake to ensure best practices are being followed with regards to fiscal accountability, governance, transparency, and public engagement.

THAT Halifax Regional Council direct the Chief Administrative Officer to write a report on modernizing the Community Monitoring Committee.

THAT Halifax Regional Council request a staff report and recommendations with respect to the establishment of a “Lived Experience Advisory Committee on Homelessness for HRM” designed collaboratively with community partners. This report and recommendations must be based on the principle that systemic problems need systemic solutions inclusive of those most impacted by homelessness and include provisions that would make training opportunities available to Halifax Regional Municipality staff and Regional Council on the impacts of mental health, addictions, and trauma.

Funding for Stormwater Right-of-way Cost as General Tax

THAT Halifax Regional Council request a staff report to fund the NSUARB ordered stormwater right-of-way cost as general tax, since all municipal roads are general rated and paid for by all taxpayers; and, all dwelling and commercial properties in HRM benefit from effectively managed stormwater on municipal roadways, not including properties that are essentially ancillary to a dwelling.

Ownership and Conservation of Historic Kemptown

THAT Halifax Regional Council request a staff report to: 1. Confirm municipal ownership of the historic Kemptown ROW (Right-of-Way) from Pockwock Road to Clay and Green lakes west of Wright’s Lake; 2. Outline the necessary steps to: a. create a formal trail with trailhead from Pockwock Road to Pockwock Water Falls on the old Kemptown Road; b. restrict the bait trapping and OHV (off highway vehicle) activity on this ROW; and, c. protect and conserve this historic route for future sustainable person-powered use.

Improvements to Lucasville – Hammonds Plains Intersection

THAT Halifax Regional Council request a staff report on the intersection of Hammonds Plains and Lucasville roads to include: 1. recommendations to upgrade the intersection to ease the congestion of both west bound and east bound traffic; 2. appropriately plan for transit in this intersection; 3. increase pedestrian safety in this intersection.

Amendments to Schedule 6 of AO 2018-003-ADM - St Margarets Village

THAT Halifax Regional Council direct the Chief Administrative Officer to draft an amendment to Schedule 6 of Administrative Order 2018-003-ADM to expand the rate to all properties fronting or abutting in whole or in part the private roads located in the St. Margaret’s Village sub-division.

Rural HRM Seniors Safety Program Implementation

THAT Halifax Regional Council request a staff report to return to Council outlining the necessary steps required to implement the Seniors Safety Program in partnership with Halifax District Royal Canadian Mounted Police (RCMP) and identify community partners in the rural communities of HRM not serviced by the Halifax Regional Police Senior Home Safety Program.

HRM Ditch Maintenance - Roles and Responsibilities

THAT Halifax Regional Council request a staff report on clarifying the roles and responsibilities for effective and efficient ditch maintenance throughout Halifax Regional Municipality (HRM) to come back to Council. The staff report should: 1. Review the communications and directions provided by both HRM and Halifax Water customer service staff in response to complaints from residents and businesses for ditch maintenance in all of HRM. 2. Identify and review the processes customer service staff follow when residents and businesses call for service from within or outside the stormwater service boundary, no matter what road they live on, to identify efficiencies in maintenance and communications. 3. Provide recommendations for efficiencies to optimize and align communications and procedures for both customer service units at HRM and Halifax Water.
