Halifax Regional Municipality’s commemorative naming program is currently under review.
Program Status
On Oct. 28, 2025, municipal staff initiated an asset naming policy review of Administrative Order 46, Respecting HRM Asset Naming Policies, and Administrative Order 29, Respecting HRM Civic Addressing Policies.
The primary goal of the policy review is to carry out action 3.2 of the Culture and Heritage Priorities Plan and to address various motions of council. The review will result in recommendations for an updated and improved policy framework for municipal asset naming. The framework will promote increased reflection of Mi’kmaq, Acadian and African Nova Scotian history and culture in the municipality, and address risks relating to commemorating individuals.
The staff report details the policy review and the amendments to the policy which were approved by Regional Council. As a result, the municipality’s commemorative naming policy is currently under review, with additional interim amendments in place until the policy review is completed.

There will be opportunities for residents to share feedback and ideas as the review progresses. Residents are encouraged to visit this website for updates on engagement opportunities.
Commemorative Naming Applications
The municipality has paused the acceptance of new commemorative name applications for the duration of the policy review, except for those that are initiated by the municipality as part of a strategic initiative of Council. Any complete commemorative naming application that was submitted prior to Oct. 28, 2025 will be considered in accordance with the policy in effect at the time the application was received.
