7.1 Street Art in the Right-of-Way

That Halifax Regional Council: 

1. Direct the Chief Administrative Officer to continue the use of street art, where appropriate, as part of Tactical Urbanism projects, subject to approval of the Traffic Authority;

2. Direct the Chief Administrative Officer to continue allowing for art on sidewalks, subject to applicable by-laws, provided appropriate materials are used to ensure adequate slip resistance; 

3. Direct the Chief Administrative Officer to continue to only allow the installation of street art placemaking on lower volume roadways, except under extraordinary circumstances as approved by the Engineer, as outlined in the discussion section of the staff report dated June 2, 2021; and

4. Direct the Chief Administrative Officer, subject to the approval of the Traffic Authority, to consult with accessibility staff and the Accessibility Advisory Committee regarding the insertion of geometric patterned street art in the right of way when appropriate.

That Halifax Regional Council give First Reading to the proposed amendments to the Regional Municipal Planning Strategy and all land use by-laws with the exception of the Regional Centre Land Use By-law (Package A), the Downtown Dartmouth Land Use By-law and the Halifax Peninsula Land Use By-law, as set out in Attachments A and B of the staff report dated June 21, 2021, to allow the keeping of hens as an accessory residential use, and schedule a public hearing.

11.1.2 Award - Tender 21-154 - Alderney Gate Recapitalization Phase 2* [PDF]

That Halifax Regional Council:

1. Authorize an increase to the architectural consulting services contract with Abbot Brown Architects (PO. 2070812846) for changes to the contracted scope of work in the amount of $49,331 (net HST included), with funding from Project No. CB190007 – Alderney Gate Recapitalization; and

2. That Halifax Regional Council direct the Chief Administrative Officer to respond to the Province of Nova Scotia declining the funding request for an enhanced natural grass football field at the new JL Ilsley High School in Spryfield.

11.1.5 Community Grants Program 2021 – Referrals[PDF]

That Halifax Regional Council:

1. Approve a capital grant in the amount of $20,000 to the Public Good Society from Operating Account M311-8004 Community Grants; and

2. Approve the Royal Canadian Legion: Eastern Marine Branch 161 request to re-assign the grant of $2,230 previously approved for an equipment purchase towards the cost of accessibility upgrades to the Legion hall.

11.1.9 Halifax Forum Building Analysis – Potential Partnerships[Large 12 MB PDF]

That Halifax Regional Council: 

1. Approve the updated building program for the Halifax Forum complex as outlined in the discussion section of the staff report dated July 1, 2021, including:

a. the freehold development site; 

b. the increase to the multipurpose program space from approximately 7,800 square feet to 14,500 square feet to accommodate the program needs of the Halifax Forum Community Association; and

2. Direct the Chief Administrative Officer to engage the public, in partnership with the Halifax Forum Community Association on the parking and parkland proposals, and return to Regional Council with the results of the engagement and recommendations on a final design and redevelopment approach for the Halifax Forum.

11.1.10 Tars Rugby Club Grant Increase [PDF]
Motion:
That Halifax Regional Council:

1. Suspend the Rules of Procedure under Schedule 2, Audit and Finance Standing Committee Terms of Reference, of Administrative Order One, the Procedures of the Council Administrative Order;

2. Approve an additional $150,000.00 grant contingent upon Halifax Tars Rugby Club securing additional funding of equal to or greater than $150,000.00 from other sources; and

3. Authorize the Chief Administrative Officer to negotiate and execute an Amending Agreement to amend the Contribution Agreement with Halifax Tars Rugby Club to provide the additional $150,000.00 grant.

11.1.11 Award – Request for Quotation 21-356, Janitorial Services – Multiple Sites[PDF]
Motion: 
That Halifax Regional Council award Request for Quotation (RFQ) 21-356, Janitorial Services – Multiple Sites, for a five-year total cost of $3,437,252 as follows: 

1. Seascape Building Maintenance Inc. for a five-year total price of $706,294, net HST included, for   Group 1; 

2. Imperial Cleaners Ltd. for a five-year total price of $884,085, net HST included, for Group 2; 

3. Elejorde Cleaning Services Inc. for a five-year total price of $526,644, net HST included, for Group 3; 

4. Imperial Cleaners Ltd. for a five-year total price of $927,071, net HST included, for Group 4; and 

5. Elejorde Cleaning Services Inc. for a five-year total price of $393,158, net HST included, for Group 5. 

Funding is available from Facility Maintenance and Operations Cost Centre W200, as outlined in the Financial Implications section of the staff report dated August 17, 2021.

11.2 AUDIT AND FINANCE STANDING COMMITTEE
11.2.1 Increase to Project No. CB000042 – Woodside Ferry Terminal Upgrades

That Halifax Regional Council: 

1. Approve a transfer of $200,000 (net HST included) from the Project No. CB000039 Halifax Ferry Terminal; and
2. Approve an increase in multi-year funding for Project No. CB000042 Woodside Ferry Terminal Upgrades by $200,000 (net HST included), in fiscal year 2021/22; and

3. Approve an increase of $60,000 (net HST included) to PO 2070847216, for CN Rail Permit Fees and Flagging Services from Project No. CB000042 – Woodside Ferry Terminal Upgrades, as outlined in the Financial Implications section of the July 6, 2021 staff report.

1. Adopt the amendments to Administrative Order 2017-011-GOV, the Youth Advisory Committee Administrative Order, as set out in Attachment 2 of the staff report dated July 26, 2021; and

2. Direct the Chief Administrative Officer to maintain the Youth Advisory Committee as an Advisory Committee to Regional Council through the Executive Standing Committee.

That Halifax Regional Council direct the Chief Administrative Officer to review the Municipality’s policies and regulations regarding wetlands as part of the Regional Plan Review, with the goal of maintaining their ecological functions, particularly in urban areas. This review should include consultation with the Province regarding applicable wetland legislation and recommend appropriate municipal regulations.

14. ADDED ITEMS
14.1 Mayor Savage – Crisis Housing [PDF]
Motion:
That Halifax Regional Council Waive the Rules of Order in order to: 

1. suspend the notice provisions associated with motions;

2. waive the requirement for a Staff Report; and

3. suspend the rules of procedure under Section 8 of Schedule 2, the Audit and Finance Standing Committee Terms of Reference, of Administrative Order One, the Procedures of the Council Administrative Order.

And:
 
Direct the Chief Administrative Officer (CAO) to implement a range of emergency supportive housing and emergency shelter accommodations for those who are unhoused in collaboration with and based on feedback from community-based social services providers and the Province of Nova Scotia to address immediate and emergent needs including measures such as the fit-up of spaces for temporary accommodations, renting of hotel and other spaces and further, and to coordinate and collaborate with community-based social services providers and the Province of Nova Scotia in that respect; 

Direct that the CAO be authorized to spend up to $500,000 from Fiscal Services in respect of addressing these needs, and report on the use of said funds quarterly at a minimum; and,

Further direct the CAO to work with Department of Community Services and community service providers on a needs-analysis including determining how many people are unhoused, how many of them are currently tenting or occupying other forms of shelter within parks and other public lands in Halifax Regional Municipality and how many can be accommodated in a safer manner.

14.2 Rapid Housing Initiative – Round 2 Projects [PDF]

Motion:
It is recommended that Halifax Regional Council authorize the Chief Administrative Officer (CAO) to:

1. Enter into the Rapid Housing Initiative Agreement with Canada Mortgage and Housing Corporation ("CMHC"), substantially in accordance with the draft form in Attachment A of the staff report dated August 25, 2021, to accept $12,979,021 for the creation of a minimum of 43 affordable housing units by the Affordable Housing Association of Nova Scotia, Souls Harbour and Akoma Holdings Incorporated as further discussed in this report; and

2. Negotiate and execute Contribution Agreements, and any amendments or consents arising from them, with recipients, to distribute CMHC Rapid Housing Initiative funding for approved projects.

14.3 Councillor Lovelace – Lived Experience Advisory Committee on Homelessness for HRM [PDF]
Motion:
That Halifax Regional Council request a staff report and recommendations with respect to the establishment of a “Lived Experience Advisory Committee on Homelessness for HRM” designed collaboratively with community partners. This report and recommendations must be based on the principle that systemic problems need systemic solutions inclusive of those most impacted by homelessness.
