9.1 Halifax Regional Fire & Emergency Operational Staffing (Supplementary Information Report) [PDF] 

i) Staff report dated November 24, 2015 [PDF] 
Motion:
 That Halifax Regional Council:
 1. Supplement existing career staffing at Station 4 (Lady Hammond Road) and Station 13 (King Street) with a complement of volunteer firefighters so they become permanent composite stations;
 2. Add career firefighters at Station 8 (Bedford), Station 16 (Eastern Passage), Station 17 (Cole Harbour), and Station 58 (Lakeside) in order to staff each with crews of 4 career firefighters 24-7;
 3. Add additional career firefighters at Station 2 (University Avenue) and Station 12 (Highfield Park) to staff the two aerials with crews of 4 career firefighters 24-7; and
 4. The cost of these staffing changes to be applied to the general tax rate.

Motion:
 That Halifax Regional Council:
 1. Adopt the amendments to the Planning Districts 14 and 17 Municipal Planning Strategy and Land Use By-law, to amend the Transportation Map and Zoning Map as set out in Attachments A-1 and B-1 of the supplementary staff report dated November 25, 2015;


2. Adopt the amendments to the Planning Districts 14 and 17 Municipal Planning Strategy and Land Use By-law, and the Regional Subdivision By-law to restrict the establishment of new noise sensitive residential developments located in the NEF 30 (Noise Exposure Forecast) Contour around the Halifax Stanfield International Airport, Enfield and to reflect the direction of Regional Council at First Reading on December 8, 2015 to replace the words “front or flankage yard” with the words “lot frontage” in sections 10(1) and 14(1) of Revised Attachment D-1 attached to this motion memo and to reflect a 10 year time frame for grandfathering of development rights in Revised Attachments C-1, D-1 and E-1 attached to this motion memo.

14.1.1 Sole Source Award – Konica Minolta for Halifax Public Libraries [PDF] 
Motion:
 It is recommended that Halifax Regional Council award in accordance with sole source provisions of Administrative Order 35, Section 8(11) (A) (a),”To ensure compatibility with existing products, to recognize exclusive rights, such as exclusive licences, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative,” award the contract for public multifunction printing devices for the Halifax Public Libraries to Konica Minolta, for a Total Price $75,612.32 (net HST included), with funding from Operating Account # B012 6701, as outlined in the Financial Implications section of the staff report dated December 21, 2015.

 

14.1.2 Acquisition of Moser River Playground and Ballfield [PDF] 
Motion:
 It is recommended that Halifax Regional Council:
 1. Direct staff to enter into negotiations to consolidate property interests at Moser River Sea Side Park and Moser River Ball field under municipal control; and
 2. Continue the Community Partnership Agreement with River Community Centre Association for maintenance of the properties.


14.1.3 Winter Service Standards for Streets and Sidewalks

Motion:
 It is recommended that Halifax Regional Council:
 1. Direct staff to submit an end of season information report to Regional Council for June 2016 evaluating the service delivered in 2015/16 under the provisions of the Street Snow & Ice Control contracts awarded on August 4, 2015, and the impacts of operational changes implemented in 2015/16 following the November 24, 2015 Sidewalk Service Improvements report; and
 2. Direct staff to expand the scope of the report requested by Regional Council for November 2016 to include recommended changes to the Street Snow & Ice Control contracts, in addition to the previously requested recommendations on the sidewalk program, commencing the 2017/18 winter season.


 14.2 NORTH WEST COMMUNITY COUNCILS
14.2.1 Case 20150 – Amendment to the River-lakes Secondary Plan under the Planning Districts 14 and 17 Municipal Planning Strategy (MPS) to allow the use of a wider range of techniques to reduce phosphorus emissions [PDF] 
Motion:
 It is recommended that Halifax Regional Council give First Reading to consider proposed amendments to River-lakes Secondary Plan under the Planning Districts 14 and 17 Municipal Planning Strategy as set out in Attachment A of the staff report dated December 11, 2015; and schedule a public hearing.

13.1 Councillor Adams – Options for Contaminated Well Water [PDF] 
Motion:

 That Halifax Regional Council include Information Report Item 8 from January 12, 2016 Regional Council agenda on Options for Contaminated Well Water to the Regional Council Agenda for January 26, 2016 for discussion and request a staff report. Staff report will be to include Harriestfield Williamswood area to the proposed Federal Infrastructure Funding request under consideration for the completion of the Herring Cover Sewer and Water Project.

13.2 Councillor Hendsbee – Seniors Snow Removal Program Update [PDF] 
Motion:

 That Halifax Regional Council request that Information Report Item 2, Seniors Snow Removal Program Update, be added as regular agenda item for discussion. In addition, that Halifax Regional Council direct staff to find the necessary resources of $61,500 to fund the remaining waiting list of 71 clients for this winter season.

17.1 Councillor Adams – Leave of Absence Request – Councillor Mosher [PDF] 
Motion:

 That Halifax Regional Council grant Councillor Linda Mosher a leave of absence from all meetings, including Regional Council; Committee of the Whole, and Committee of the Whole on Budget, starting with February 2, 2016 Budget Committee of the Whole meeting, until such time as her doctor gives permission for her return.

17.2 Councillor Adams – Discovery Centre Funding [PDF] 
Motion:

 That Halifax Regional Council request a staff report on the request from the Discovery Centre for HRM to provide consecutive operational funding of $145,000 for a three year period, as outlined in the attached letter dated October 30, 2015.

17.3 Councillor Karsten – Crosswalk Flag Program [PDF] 
Motion:

 That Halifax Regional Council request a staff report to update Council on the Crosswalk Flag Program. The report to include the following:
• Definition of community group including the required number of individuals supporting the request to install, or to remove crosswalk flags
• Statistics about the number and type of locations currently with crosswalk flags, any available data about the observed behaviour of pedestrians and motorists at those locations
• Location specific considerations of whether crosswalk flags should be permitted, including traffic controls, pole locations, sight obstructions
• Relationship of crosswalk flags to overall pedestrian safety action plan.
