Motion:
That Halifax Regional Council:

1. Approve the phased in Student Transit Pass Pilot Program as described in the staff report dated February 1, 2021, with Pilot Phase 1 expanded to include all students at each of the four identified schools in grades 9 through 12;

2. Adopt By-law U-108, the purpose of which is to amend By-law U-100, the User Charges By-law, to enable the Student Transit Pass Pilot Program, as set out in Attachment C to the staff report dated February 1, 2021. 

11.1.2 Proposed Amendments to Administrative Order 15, Respecting License, Permit and Processing Fees – Pavement Condition Index [PDF]
Motion:
That Halifax Regional Council adopt the amendments to Administrative Order 15, Respecting License, Permit and Processing Fees, as set out in Attachment B to the staff report dated April 16, 2021.

11.1.3 Award – Request For Proposal 21-007 - Rehabilitation of the Harbour East Recreation Campus All-Weather Sport Fields[PDF]
Motion:
That Halifax Regional Council award Request for Proposal No. 21-007, Rehabilitation of the Harbour East Recreation Campus All-Weather Sport Fields, to the highest scoring proponent, Turf Masters Landscaping Limited, for a Total Price of $2,619,665 (net HST included), with funding from Project Account No. CP200001 - Park Recapitalization, as outlined in the Financial Implications section of the staff report dated April 20, 2021.

11.1.4 Case 23385 - Discharge of Development Resolution - 1568 Hollis Street, Halifax [PDF]
Motion:
That Halifax Regional Council approve, by resolution, the discharge of the development resolution of Halifax Regional Municipality filed in the Registry of Deeds on June 25, 2001, as Document Number 21006 located in Book 6785, pages 177 to 192, from the title of the property at 1568 Hollis Street, Halifax (PID No. 00003954).

11.1.5 Case 23050 - Incentive or Bonus Zoning Agreement - 1724, 1730 and 1740 Granville Street, Halifax [PDF]
Motion:
That Halifax Regional Council adopt and authorize the Mayor and Clerk to enter into and execute the Incentive or Bonus Zoning Agreement, which shall be substantially of the same form as set out in Attachment B of the staff report dated April 29, 2021, for the eight-storey, mixed-use building at 1724, 1730 and 1740 Lower Water Street, Halifax.

That Halifax Regional Council:

1. Adopt the Accessibility Strategy as set out in Attachment 1 of the staff report dated April 19, 2021;

2. Direct the Chief Administrative Officer to carry out the actions contained in the Accessibility Strategy as part of the multi-year budgeting and business planning process; and

3. Request that the Chief Administrative Officer provide annual progress reports on the implementation of the Accessibility Strategy to Regional Council.

11.1.7 First Reading Proposed By-law T-1005, amending By-law T-1000, Respecting Taxis, Accessible Taxis, Limousines and Transportation Network Companies – Amendments to License Appeal Committee Terms of Reference[PDF]
Motion:
That Halifax Regional Council give First Reading to proposed By-law T-1005, the purpose of which is to amend By-law T-1000, the Halifax Regional Municipality Taxi and Limousine By-law as set out in Attachment 2 to the staff report dated February 23, 2021.

11.2.1 Proposed Amendments to Administrative Order 2019-004-GOV, Respecting the Women’s Advisory Committee in the Halifax Regional Municipality – Amendments to Women’s Advisory Committee Terms of Reference

11.3 TRANSPORTATION STANDING COMMITTEE

That Halifax Regional Council direct the Chief Administrative Officer to: 

1. Endorse the Herring Cove Road functional plan and further integrate with the recommendations of the recently approved Rapid Transit Strategy (2020).  

2. Initiate efforts to acquire property to widen various sections of Herring Cove Road to accommodate dedicated active transportation and transit infrastructure. 

11.4 HARBOUR EAST - MARINE DRIVE COMMUNITY COUNCIL
11.4.1 Creation of a Disc Golf Course in Dartmouth

That Halifax Regional Council direct the Chief Administrative Officer:

1. Take no further action on the proposal for a disc golf course at the North Woodside Community Centre; and

2. Continue to undertake the disc golf pilot project and related initiatives and assessments as part of the municipality’s ongoing and future recreation programming.

That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 2381 Moran Street, Halifax in the Registry of Heritage Property for the Halifax Regional Municipality, as shown on Map 1 of the staff report dated March 17, 2021, as a municipal heritage property under the Heritage Property Act.

That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 2224 Maitland Street, Halifax in the Registry of Heritage Property for the Halifax Regional Municipality, as shown on Map 1 of the staff report dated April 6, 2021, as a municipal heritage property under the Heritage Property Act.

That Halifax Regional Council request a staff report regarding options and financial implications of a potential purchase of land to enable a bus turnaround at or near the new termination of route 55 in order to enable the return of the inbound leg of route 55 to the Waverley Road.

That Regional Council request a staff report on the request from the 2022 World Sailing Championship Host Society for $1.335 million to support infrastructure improvements for the event.

Motion: 

That Halifax Regional Council request a staff report detailing the financial implications and scope for expanding the affordable housing grant program to include affordable housing developments outside of the Regional Centre by registered non-profit groups or charities beginning in 2021/22.

12.2 Councillor Cuttell
Motion: 

That Halifax Regional Council request a staff report on the request for an increase to the grant provided by HRM to the Halifax TARS Rugby Club for an additional $150,000 due to the increased costs as outlined by the group.

12.3 Councillor Cleary
Motion:
 
That Halifax Regional Council direct the Chief Administrative Officer to amend section 2CB of Administrative Order 17 to read “Notwithstanding Section 2CA, there shall be no increase November 1st, 2021 to the annual remuneration to be paid to Members”.

2. Direct that the private and confidential staff report dated March 15, 2021 be maintained private and confidential.

13.2 PERSONNEL MATTER – Private and Confidential Report
A matter pertaining to an identifiable individual or group.
Motion: 

That Halifax Regional Council:

1. Adopt the recommendations as outlined in the private and confidential staff report dated April 28, 2021; and 

2. Release the private and confidential staff report dated April 28, 2021 to the public once the conditions as outlined in the report have been met.

13.3 LABOUR RELATIONS - Private and Confidential Report - This item was deleted from the agenda.
A matter pertaining to reports, advice and recommendations, instruction or direction to officers and employees of the Municipality concerning labour relations and employee negotiations arising out of the contract or contract negotiations with one of the Municipalities unions.

That Halifax Regional Council:

2. Direct that the private and confidential staff report dated April 6, 2021 be maintained private and confidential.
