Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:
1. Direct staff to proceed with the Port Wallace Secondary Planning work plan, as outlined in the Discussion section of the staff report dated October 15, 2019, and return to Council for direction on the secondary planning process after Nova Scotia Land Inc. completes the risk assessment and management plan for the former Montague Gold Mines site, including the Municipally-owned lands surrounding Barry’s Run and any other third-party impacted lands located within the secondary planning study area.
2. Initiate a process to consider amendments to applicable secondary municipal planning strategies and land use by-laws to enable industrial and highway commercial development on the Conrad Quarry lands, consistent with the policy direction outlined within the Discussion section of the staff report dated October 15, 2019 and follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997.

10.2 Case H00468 – Request to Include 26 Elliot Street, Dartmouth in the Registry of Heritage Property for the Halifax Regional Municipality - Supplementary Report [PDF]
Motion:
That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 26 Elliot Street, Dartmouth as shown on Map 1 of the staff report dated June 26, 2019, in the Registry of Heritage Property for the Halifax Regional Municipality.

Proposed Administrative Order SC-91, Respecting Street Closure Parcel B – Portion of Majestic Avenue, Beaver Bank and Proposed Administrative Order SC-92, Respecting Street Closure Parcel A – Portion of Monarch Drive, Beaver Bank – Declaration of Surplus and Partial Street Closures [PDF]
Motion:
That Halifax Regional Council:
1. Declare the portion of the Majestic Avenue and Monarch Drive street right of way shown as ‘Parcel A’ and ‘Parcel B’ in Attachment ‘B’ of the staff report dated September 6, 2019, surplus to municipal requirements and be categorized as ‘Extraordinary’, as per Administrative Order 50; and
2. Direct the Chief Administrative Officer to set a date for the public hearing to consider closing those portions of Majestic Avenue and Monarch Drive street right of way shown in Attachment ‘B’ of the staff report dated September 6, 2019 as ‘Parcel A’ and ‘Parcel B’ with notice to be published in a newspaper at least fourteen days prior to the Regional Council meeting.

15.1.2 Discovery Centre Contribution Agreement Renewal [PDF]
Motion:
That Halifax Regional Council authorize the Chief Administrative Officer to execute a five-year Contribution Agreement with the Discovery Centre substantially in accordance with the draft agreement attached to the staff report dated October 24, 2019, with annual funding of $145,000. 

15.1.3 Cases 20476 and 22267 - Requests to amend the Bedford Secondary Municipal Planning Strategy and Land Use By-law to enable mixed residential/commercial development near Dartmouth Road and Wardour Street, Bedford [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:
1. Initiate a process to consider amendments to the Bedford Secondary Municipal Planning Strategy and the Land Use By-law for Bedford, to enable low-to-mid-rise, mixed use, multi-unit residential/commercial development on Dartmouth Road and Wardour Street in the Study Area shown in Attachment C of the staff report dated October 1, 2019, subject to development providing acceptable transitions to nearby properties and being pedestrian supportive, transit oriented and context sensitive; and
2. Follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997.

15.1.4 Case 22332 - Municipal Planning Strategy and Land Use By-law amendment request for 210 and 214 Willett Street, Halifax [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:
1. Initiate a process to consider amendments to the Municipal Planning Strategy for Halifax and the Land-Use By-law for Halifax Mainland to modify zoning requirements for R-4 (Multiple Dwelling) zoned properties near Dunbrack Street and Willett Street, Halifax; and
2. Request staff to follow the public participation program as adopted by Council on February 27, 1997.

Motion:
That Halifax Regional Council:
1. Adopt the 2020/21 Priority Outcomes as set out in the revised Attachment A of the staff report dated October 11, 2019.
2. Direct the Chief Administrative Officer to proceed to prepare the 2020/21 Budget and Business Plan in support of Council’s Priority Outcomes and consistent with the Outcome Plans as presented in Attachment C of the staff report dated October 11, 2019.

Case 17272 - Amendments to the Bedford Municipal Planning Strategy and Land Use By-law for Cushing Hill (Commercial Comprehensive Development District area and adjacent lands), Bedford  [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy (MPS) and Land Use By-law for Bedford, as set out in Attachments A and B of the staff report dated October 2, 2019, to create new MPS policies and zoning for the Cushing Hill CCDD (Commercial Comprehensive Development District) area, Bedford and schedule a public hearing.

Motion:
That Halifax Regional Council request a staff report examining the potential for including 5925 Spring Garden Road, 1538 Carlton Street and 1540 Carlton Street by Camp Hill Cemetery in the Registry of Heritage Property for the Halifax Regional Municipality.

Councillor Walker – Federation of Canadian Municipalities Annual Conference 2024 [PDF]
Motion:
That Halifax Regional Council submit a request to the Federation of Canadian Municipalities (FCM) for the Halifax Regional Municipality to host the annual conference in 2024. 

15.6.2 Deputy Mayor Mancini – Bill 152 Plastic Bags Reduction Act [PDF]
Motion:
That Halifax Regional Council request that Mayor Mike Savage write a letter on behalf of Regional Council to Premier Stephen McNeil and Minister of Environment Honourable Gordon Wilson thanking them for their leadership in introducing the Plastic Bags Reduction Act – Bill 152; and to re-enforce the municipality’s support for Extended Producer Responsibility (EPR).

15.6.3 Deputy Mayor Mancini – Federation of Canadian Municipalities Extended Producer Resolution [PDF]
Motion:
That Halifax Regional Council endorse the proposal of the following resolution to the Federation of Canadian Municipalities:
WHEREAS, the Canadian Council of Ministers of the Environment (CCME) adopted the Canada-wide Action Plan for Extended Producer Responsibility (EPR) in 2009, and yet EPR programs are not in place in all provinces and existing programs lack harmonization and consistency;
WHEREAS, EPR shifts the responsibility for managing PPP at end-of-life away from the taxpayer and empowers producers to drive innovation, product harmonization, and enhanced product recyclability; 
WHEREAS, while FCM has passed five resolutions on the subject of plastic pollution of which two refer to Producer Responsibility for plastics specifically, there is currently no official FCM policy relating directly to harmonization of EPR for Packaging and Paper Products (PPP);
THEREFORE BE IT RESOLVED that the Federation of Canadian Municipalities further call on the Government of Canada to seek progress reports from provinces towards implementation of EPR and further create a harmonized regulatory framework for EPR across Canada including all packaging and paper products (PPP), in cooperation with all orders of government, industry and affected stakeholders, allowing for regional considerations and respect for Provincial authority.

15.7.1
Appointments – National Zero Waste Council and Halifax Regional Water Commission [PDF]
Motion:
That Halifax Regional Council:
1. Appoint Councillor Hendsbee of the Environment and Sustainability Standing Committee to the Halifax Regional Water Commission for a term to November, 2020; and
2. Appoint Councillor Zurawski to the National Zero Waste Council for a term to November, 2020, and appoint the Manager of Solid Waste as an alternative.

Motion:
That Halifax Regional Council request a staff recommendation report to Regional Council regarding legislative options for houseboats and docked structures to regulate both land use and building standards to ensure fair and safe use of these buildings.
