Project overview

The Halifax Regional Municipality's 2026/27 Capital Budget includes the replacement of Salmon River Drive Bridge (between Civic 99/100 and 105) on Salmon River Road. Construction is planned for spring, summer, and fall 2026 and will involve:

  • Construction of a new road connection between Salmon River Drive and Highway 107 to maintain access during the bridge closure
  • Replacement of the existing bridge structure
  • Halifax Water service work required to accommodate the bridge replacement
  • Tie-ins to adjacent driveways, walls, and lawn slopes

Most work will take place within the street right-of-way.

Construction sequencing and traffic access

The work is taking place in a specific order shown below to ensure that access to the road network is maintained for members of this community throughout this bridge replacement project.

  1. The existing connection between Highway 7/107 and Salmon River Drive will be relocated to an area with better access and line of sight. Temporary traffic lights will be installed at this intersection, as it will serve as the only access point in and out of this community once the bridge replacement work begins.
  2. Once the temporary traffic lights are in place at the new connection between Highway 7/107 and Salmon River Drive, the old connection will be permanently closed.
  3. With the relocated access road open and temporary traffic signals in place providing safe access to and from this community, the Salmon River Drive bridge will be closed to all vehicle and pedestrian traffic while it is being replaced.
  4. Once the bridge replacement is complete, and access across the bridge has resumed, the temporary traffic signals will be removed, with the relocated access road remaining permanently in place as the access to and from Highway 7/107.

The contractor working on behalf of the municipality is responsible for providing written notification of upcoming construction impacts to residents and businesses directly adjacent to the project area.

Transport Canada Public Notice - March 11, 2025

Canadian Navigable Waters Act

Halifax Regional Municipality (HRM) hereby gives notice that an application has been made to the Minister of Transport, pursuant to the Canadian Navigable Waters Act for approval of the following work described herein and its site and plans.

Pursuant to paragraph 7(2) of the said Act, HRM has deposited with the Minister of Transport, on the on-line Common Project Search Registry (https://common-project-search.canada.ca/), under Registry Number 12531, a description of the following work, its site location and plans for the replacement of Walkers Bridge (BR057), located where Salmon River Drive crosses the Little Salmon River in Westphal, NS at approximately 44°42'08.4"N and 63°27'38.5"W.

Project status and timeline

This project is currently in the tender stage. Construction is planned to take place roughly between April and December 2026. A more detailed project schedule will be available as this project approaches the construction phase.

Construction impacts

Efforts will be taken to reduce the impact to your property during construction. Both on-street parking and private driveway access may be impacted. Further notice of impacts will be given at the time of construction.

During construction, water services to your home will be maintained. However, there may be short periods when service is temporarily disrupted. Some residents may also be connected to a temporary water service. Residents will be notified in advance of any temporary service installations and two days' notice of short-term service disruptions.

Common questions

What work is being done as part of this project?
The project involves replacing the Salmon River Drive Bridge and completing related upgrades to water services to accommodate the new bridge. Most work will take place within the street, with some tie-ins to driveways, walls, and lawn slopes where needed.
When will construction take place?
Construction is planned for the 2026 construction season, generally between April and December 2026. A more detailed construction schedule will be shared closer to the start of work.
Will the bridge be closed during construction?
Yes. During the bridge replacement, the Salmon River Drive Bridge will be fully closed to all vehicle and pedestrian traffic.
How will residents access the community while the bridge is closed?

Before the bridge is closed, the current access road connecting Salmon River Drive to Highway 7/107 will be relocated to a location with better lines of sight. Temporary traffic signals will be installed at this new intersection. This relocated access will serve as the only access point in and out of the community during the bridge replacement. The old access road will be permanently closed once it has been relocated.

Will the new access road be temporary or permanent?

The new access road will remain permanently in place even after the bridge is reopened. Once the bridge replacement is complete, the temporary traffic signals will be removed, as it will no longer be the only way in and out of this community.

Will access for emergency vehicle be maintained?

Yes. Emergency vehicles will have access to this community at all times during this project.

Will curbside garbage, recycling or green bin collection be impacted?

No major impacts to curbside collection are anticipated. If adjustments to collection routes or timing are required, residents will be notified in advance.

What environmental protections are in place for the river?

The municipality has received approvals from the Department of Fisheries and Oceans Canada and the Nova Scotia Department of Environment and Climate Change.

Environmental protection measures will be implemented by the contractor and will be in place throughout construction to protect the river while this important bridge replacement project is carried out.

Can I still receive deliveries or have services visit my home?

Yes. Local access to all properties within the project limits will be maintained. If a short, temporary access restriction is required, the contractor will provide advance notice and work with property owners to support their needs while accommodating the work.
