Request
Clayton Developments Limited, on behalf of SHX Developments (Shannex), is requesting to amend the Bedford and Halifax Municipal Planning Strategies, discharge two existing development agreements, and enter into a new development agreement to permit a lifestyle community on lands between Larry Uteck Boulevard, Starboard Drive, and Fleetview Drive, Halifax.

The applicant wishes to develop a master planned lifestyle community that will be owned and managed by Shannex on lands between Larry Uteck Boulevard, Starboard Drive, and Fleetview Drive, Halifax (PIDs 41316522, 41316514, 41318049, 41533340, and 41542648). The major aspects of the proposal are as follows:
• buildings ranging from 2 to 12 storeys in height;
• residential dwelling units including: townhouses, lifestyle apartments with or without assisted living, and full care nursing home rooms, housing approximately 2,059 persons;
• a central amenity building with shops, dining, and accessory services for residents and the public;
• outdoor walking trails, green spaces, gardens and lounge areas; and,
• an existing office building to support the lifestyle community.
Policy Amendments Requested:
• increase to the population permitted on site by 1,049 for a total of 2,059 persons;
• increase to maximum building height from 6 to 12 storeys; and,
The Development Plans (provided below) outline the development proposal in detail, and include information related to proposed buildings, parking, driveway access, pedestrian connections, landscaping, and servicing.
Process
The application will be considered under the Municipal Planning Strategy Amendment and Development Agreement process.
Status
A virtual joint public hearing will be held on Tuesday, October 1, 2024, at 6:00 p.m. All oral and written submissions will be considered at that time. This meeting will occur in a virtual setting so attending in person is not possible. Written submissions are welcomed and encouraged in advance of the hearing itself. These submissions are distributed to all Councillors and considered at the time of their decision.

Written submissions must be received by the Municipal Clerk’s office as early as possible and not later than 3:00 p.m. on October 1, 2024. Please allow sufficient time for delivery.
The virtual joint public hearing will be webcast and viewed online. Individuals seeking to speak at the hearing should contact the Municipal Clerk’s Office no later than 4:30 p.m. on Friday, September 27, 2024 to be added to the speaker's list. We encourage all residents who have any desire to speak at the meeting to ask to have their name added to the list. Individuals who do not want to speak, at a later time may ask to have their name removed from the speaker's list.
