Clayton Developments Limited, on behalf of SHX Developments (Shannex), is requesting plan and development agreements amendments to permit a lifestyle community at 660 Larry Uteck Boulevard & PID 41318049, Halifax.

Proposal

The applicant wishes to develop a master planned lifestyle community designed for seniors. The major aspects of the proposal are as follows:
•    buildings ranging from 2 to 10 storeys in height;
•    residential dwelling units including: stacked townhouses, lifestyle apartments with or without assisted living, and full care nursing home rooms,     housing approximately 2,059 persons; 
•    a central amenity building with shops, dining, and accessory services for residents and the public;
•    outdoor walking trails, green spaces, gardens and lounge areas; and,
•    an office building to support the lifestyle community.

Policy Amendments Requested:
•    increase the population permitted on site by 1,049 for a total of 2,059 persons;
•    increase maximum building height from 6 to 10 storeys; and,
•    allow for the redistribution of population around the site and between development agreements.

Development Agreement Amendments Requested:
•    amend the population allocation per dwelling unit type;
•    increase maximum building height from 6 to 10 storeys;
•    amend the land use for the parcel fronting on Larry Uteck Boulevard from multiple unit dwelling to community commercial to permit an office building     to support the lifestyle community;
•    amend the land use for a parcel along Starboard Drive from multiple unit dwelling to lifestyle community to permit lifestyle apartments;
•    enable the distribution of population over the entire land holdings rather than specific parcels contained in each development agreement for     flexibility; and
•    extend the completion date from 2024 to 2031 or later.

The Development Plans (provided below) outline the development proposal in detail, and include information related to proposed buildings, parking, driveway access, pedestrian connections, landscaping, and servicing.

Process

The application will be considered under the Municipal Planning Strategy Amendment and Development Agreement process.

Status

The public consultation stage has ended. Thank you to all who provided feedback.  Staff are conducting a detailed review of the proposal with all information received through public consultation.  Further negotiations will take place between the applicant and HRM staff as they continue their analysis of the proposal prior to sending a recommendation report to North West Community Council and Regional Council.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office on Floor 3 of Duke Tower, 5251 Duke Street, Halifax.
