Case H00527 - An application by ZZap Consulting Inc., on behalf of  Galaxy Properties Ltd. to substantially alter the contributing heritage resource at 5185-89 South Street, Halifax (known as the Elmwood). The applicant is proposing to remove the building's rear wing, construct a modern 9-storey addition, and rehabilitate the original Elmwood structure. Case 23032 - EDM Planning Services Ltd. is applying on behalf of the property owner, to rezone 538 Pleasant Street, Dartmouth, from the C-2 (General Business) Zone to the I-2 (General Industrial) Zone to allow a concrete ready-mix facility. A public hearing will be held by Harbour East Marine Drive Community Council on Wednesday, July 13, 2022, at 6:00 p.m. at the Harbour East-Marine Drive Community Council Chambers, Main Floor Alderney Gate, 60 Alderney Drive, Dartmouth. Case 24022 - Application by Eric Bannerman et al. to amend the Eastern Passage/ Cow Bay Land Use By-law to rezone part of the property at PID #41498973 Cow Bay Road, Cow Bay from P-2 (Community Facility) Zone to RA (Rural Area) Zone to construct a single- family dwelling. A public hearing will be held by Harbour East Marine Drive Community Council on Wednesday, July 13, 2022, at 6:00 p.m. at the Harbour East-Marine Drive Community Council Chambers, Main Floor Alderney Gate, 60 Alderney Drive, Dartmouth. A public hearing will be held by Halifax and West Community Council on Tuesday, July 19, 2022 at 6:00 p.m. at Halifax City Hall (Council Chamber), 3rd Floor, 1841 Argyle Street, Halifax. Notice of Approval

The planning documents have been reviewed by the Provincial Department of Service Nova Scotia and Municipal Relations as per Section 223 of the Halifax Regional Municipality Charter. In accordance with Section 223 of the Halifax Regional Municipality Charter, these amendments become effective as of the date of this notice.

Case H00519 - Application by ZZap Consulting Inc., on behalf of Sterling Inn Limited, to substantially alter the contributing heritage resource at 1266 Barrington Street, Halifax (known as the Waverley Inn). The applicant is proposing to remove the building's rear wing, construct a modern 10-storey addition, and rehabilitate the original Waverley Inn structure. 

Case 20795 - Application by Sunrose Land Use Consulting, on behalf of property owners Parkdale Developments Limited, to re-zone and enter into a comprehensive development agreement to develop lands fronting Raines Mill Road and St. Margaret's Bay Road, Beechville, with up to 39 houses and a 39 unit apartment building.  

Case 23824 - Application by Harvey Architecture on behalf of Northwoodcare Bedford Incorporated to amend an existing Development Agreement to allow a pedway bridge to connect the buildings located at 123 and 185 Gary Martin Drive, Bedford.

Case 23746 & 22896 - Application by Fathom Studio, on behalf of Southwest Properties (Seton Ridge Holdings Ltd.), to amend the existing development agreements for the Seton Ridge neighbourhood to allow for the elimination of a walkway connection currently required between the Seton Ridge development and Bayview Road, Halifax (schedule amendment) in addition to various text amendments to the development agreements. 

Case 23166  -  Application by KWR Approvals to amend the Halifax Municipal Planning Strategy (MPS) and Halifax Land Use By-law (LUB) to redesignate and rezone a portion of 7 McIntosh Street (formerly part of 530 Herring Cove Road), from the Institutional Designation to the High-Density Residential Designation, and from the P (Park and Institutional) Zone to the R-4 (Multiple Dwelling Zone.

Case 22670 - HRM Initiated amendments to the Municipal Planning Strategies and the Land Use By-laws for Planning Districts 14 & 17 (Shubenacadie Lakes), Cole Harbour/ Westphal and Dartmouth, to allow for industrial and highway commercial uses on the Conrad Brothers Ltd. Quarry Lands, located north of Montague Road and the Highway 107 Interchanges, in Montague Gold Mines and Waverley. 

Case 23812 - Application by TEAL Architects + planners Inc. to adjust the property boundaries within a previously approved development agreement for a 33-unit residential building at 216 and 218 Cobequid Road, Lower Sackville. 

Case 23834 -  Application by the property owners requesting to enter into a development agreement on the lands at 5 Bridle Path. Hammonds Plaine to allow for commercial recreation use (The Little Gym of Halifax).

Case 23058 - KVM Consultants Ltd., on behalf of the property owner, is requesting to enter into a development agreement to permit the development of two multi-unit residential buildings on vacant lands located at the foot of Millwood Drive on the south side of Sackville Drive, Middle Sackville (PID 40109308). 

Case 23938 - Downtown Halifax Land Use By-law Amendments to Revise the Definition of Adult Entertainment Uses and Housekeeping Amendments to Map 1.

Case 23120 - Application by Armco Capital Inc. to reduce the required side yard setback and main building separation distance for semi-detached dwellings in the R-2 (Two-Family Dwelling) Zone of the Halifax Mainland Land Use By-law for lands within the Mainland South Secondary Planning Area. 

Case 23936 - Application by Stephen Adams Consulting Inc., to make non-substantive amendments to an existing development agreement on the lands at 2858-2866 Gottingen Street and 5516-5518 Macara Street, Halifax to allow a time extension to the dates of commencements and completion of development. 

Case 22523 - Application by Breakhouse Architecture for non-substantive amendments to an existing development agreement enabling an 8-storey mixed-use building at the corner of Bilby and Gottingen Streets, Halifax. 

Case 20226 - Land Use By-law amendment to reduce parking requirements for community and recreation centres in the Timberlea, Lakeside, Beechville plan area. Reduced parking standards will apply to a new recreation centre planned for the Beechvllle/ Lakeside community, on the sited of the existing lakeside Community Centre at 1492 St. Margaret's Bay Road. 

Case 20401 - Application by Clayton Development Limited, on behalf of multiple property owners, to amend the Halifax Municipal Planning Strategy, Halifax Mainland Land Use By-law, and the Bedford Municipal Planning Strategy for 33 hectares of land along the east side of the Karney lake road from 42 Gen Land to Exit 2 of Highway 102 Bedford, and Halifax, to enable development that includes residential (Multiple Unit Dwelling), Institutional, and commercial (neighborhood commercial) land uses.

Case 23856 - Amendments to the Regional Municipal Planning Strategy and Planning District 8 & 9 Land Use By-law for PID 40302507 along Highway 207 in West Chezzetcook.

Case 22218 - Application by EDM Planning Services, on behalf of AIM Elmsdale Inc., to enter into a development agreement to permit the construction of a new building for the purposes of consolidating the existing buildings related to a salvage yard use at 32 Dutch Settlement Road, Lantz. 

Case 20110 - Application by WSP Canada Inc., on behalf of Marque, for a rezoning and development agreement to enable a 374-unit Classic Open Space Design Development subdivision on (154.10 hectares 380.8 acres) of land along Windgate Drive, Beaver Bank between the existing Monarch-Rivendale and Capilano Estates subdivisions. 

Case 23532 - Application by Bluenose Inn & Suites to request more time to begin and complete construction on a previously approved mixed-use development containing 102 residential units at 636 Bedford Highway, Halifax. 

Case 22651 - Application by Zzap Consulting Inc., on behalf of the property owner, to rezone portions of lands fronting on Hines Road, Eastern Passage, from R-1 (Single Unit Dwelling) Zone to l-1 (Light Industry) Zone of Eastern Passage/Cow Bay Land Use By-law.

Case 23706 - Application by Lindsay Construction for changes to the previously approved development agreement to allow different signage on the recently completed building at 842 Portland Street, Dartmouth.

TAKE NOTICE THAT The Executive Panel on Housing in the Halifax Regional Municipality did, on Wednesday, June 8, 2022 recommend approval the following application:

Application by Clayton Developments to redevelop the former Penhorn Mall property with a mixed-use community containing a mix of low-rise, mid-rise, and high-rise residential buildings in addition to retail uses on the lands at 535-569 Portland Street, Dartmouth.

The planning documents have been reviewed and approved by the Minister of Municipal Affairs and Housing as per Bill No. 63 - Housing in the Halifax Regional Municipality Act and the required notice placed in the newspaper circulating in the Municipality on June 17, 2022.  The development agreement is in effect once it is filed at the Nova Scotia Registry of Deeds.

TAKE NOTICE THAT The Executive Panel on Housing in the Halifax Regional Municipality did, on Thursday, June 16, 2022 recommend approval the following application:

Application by Clayton Developments Limited to amend the Regional Plan and apply a Development Agreement to the lands known as Port Wallace (PIDs 00249672, 00268599, 00258228, 40686966) to allow early tree removal and earthworks.

The planning documents have been reviewed and approved by the Minister of Municipal Affairs and Housing as per Bill No. 63 - Housing in the Halifax Regional Municipality Act and the required notice placed in the newspaper circulating in the Municipality on July 2, 2022.  The development agreement is in effect once it is filed at the Nova Scotia Registry of Deeds.

TAKE NOTICE that the Council of the Halifax Regional Municipality will consider the adoption of By-law C-1200 at a meeting of Regional Council to be held on Tuesday, May 3, 2022

The purpose of By-law C-1200 is to reduce the impact of increases in commercial property assessments for eligible commercial properties in the district(s) by phasing-in assessment increases for commercial properties that exceed a standard percentage increase, up to a maximum phased-in amount, over three fiscal years.
