PLANAPP 2023-01208 - Morris Lake Estates Phase 2



Armco Inc. is applying for a development agreement to subdivide lands off Caldwell Road (PID 41057639), Cole Harbour to create new public streets supporting 190 new residential units.


The subject site is a vacant lot located North of Morris Lake Drive and west of Caldwell Road having an area of 33.51 acres and an approximate water frontage of 500 m on Morris Lake. 

The applicant has requested to enter into a development agreement on lands at PID 41057639, Cole Harbour to allow 190 units on the subject property. The proposal includes:

  • 125 single unit dwellings with 34 feet (10.4 m) of frontage, 
  • 25 single unit dwellings with 50 feet (15 m) of frontage, and
  • 1 multi-unit residential building with approximately 40 units. 

The development plans (provided below) outline the development proposal in detail, and include information related to lot layouts, parkland location, street network and stormwater management.


The application will be considered under the Development Agreement  process.


This application is currently under review by staff. The next step in the process will be public engagement.
