On March 18, 2024, North West Community Council approved the application to amend the existing development agreement for 644 Bedford Highway, Halifax to convert 6 interior parking spaces into two residential units. This would increase the total number of residential units from 52 as currently permitted by the existing development agreement to 54.

Request

Greg Johnston is applying to amend the existing development agreement for 644 Bedford Highway, Halifax to convert 6 interior parking spaces into two residential units. This would increase the total number of residential units from 52 as currently permitted by the existing development agreement to 54.

The registered development agreement (case number 17760) permits a maximum of 52 residential units and requires 70 parking spaces in total (25 outdoor). There are currently 101 parking spaces and 52 units.

Proposal

The subject property PID 00289678 has an approximate area of 6,035.9 m2 and an approximate frontage of 31.4 m on Bedford Highway. The building currently has an excess of parking spaces, and the conversion of 6 interior parking spaces into residential units will not impact the parking requirement nor change the exterior of the building.

The Development Plans (provided below) outline the development proposal in detail, and include information related to the design rationale and the proposed units' location.

Process

The application will be considered under the Substantive Amendment Development Agreement process.

TAKE NOTICE THAT North West Community Council did, on Monday, March 18, 2024, approve the following: 

PLANAPP 2023-01145 - Application by Paul Skerry Architects Limited to amend the existing development agreement for 644 Bedford Highway, Halifax to convert 6 interior parking spaces into two residential units. This would increase the total number of residential units from 52 as currently permitted by the existing development agreement to 54.

Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Utility and Review Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.

This notice was posted to this site on March 19, 2024 in accordance with the requirements of the Halifax Regional Municipality Charter.

Documents Submitted for Evaluation

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Dartmouth.
