Request

Application by Affirmative Ventures Association requesting a development agreement to allow the construction of a residential development off Karen Drive, Westphal (PID 40204133).

Proposal

The applicant wishes to construct a low-density residential development through the shared housing policies (UR-15A and UR-15B) of the Cole Harbour/Westphal Community Plan.  In 2011, site specific amendments to the Community Plan were approved that allow for a residential development on the lands in support of Provincial goals to provide affordable housing (Policy UR-13). Affirmative Ventures Association was granted the land by the Province of Nova Scotia under the Land for Housing Program with the intention of developing the affordable housing units. 

The major aspects of the proposal include:

  • Approx. 30 dwelling units provided in a row-house building form. 
  • A community centre to act as amenity space and accommodate any related support services.  
  • Outdoor amenity/green space and parking for the residents.

The Development Plans (provided below) outline the development proposal in detail, and include information related to building locations, parking locations, driveway access, and landscaping.

The application will be considered under the Development Agreement process

Status

A public hearing will be held by Harbour East Marine Drive Community Council on October 17, 2024 at 7:00 p.m. at Main Floor Alderney Landing, 60 Alderney Drive, Dartmouth, NS.

All oral and written submissions will be considered at that time. Written submissions are welcomed and encouraged in advance of the hearing itself. These submissions are distributed to all Councillors and considered at the time of their decision. Written submissions may be forwarded to the Municipal Clerk by e-mail; by fax, 902-490-4208; or by mail, P.O. Box 1749, Halifax, NS, B3J 3A5. Written submissions must be received by the Municipal Clerk’s Office as early as possible and not later than 3:00 p.m. on October 17, 2024. Please allow sufficient time for delivery.
