9.1 STAFF:
9.1.1  Community Grants Program 2017: Referral  - Fairview United Family Resource Centre (pdf)
Motion:
That the Grants Committee recommend that Regional Council approve a one-time capital grant for the kitchen renovation project outlined in this report in the amount of $10,000 to the Fairview United Family Resource Centre from Account M311-8004.

9.1.2  Rural Transit Funding Program 2017-2018 (pdf)
Motion:
That the Grants Committee recommend that Regional Council approve the following grants under the Rural Transit Grants Administrative Order, for the 2017-2018 fiscal year:
1)  Lump Sum Grants
      a.  MusGo Rider Cooperative (Musquodoboit) - $10,000
      b.  MusGo Rider Cooperative (Valley-Sheet Harbour) - $10,000
      c.  BayRides - $5,000

2)  Flat Rate Grant of $0.42 per in-service kilometer up to a program maximum of $105,000

3)  If, at the end of fiscal 2017-2018, residual funding remains in the account staff recommends the supplementary funds are distributed pro-rata based on in-service kilometers to the approved applicants up to a total of $0.50 per kilometer.

9.1.3  Volunteer Search and Rescue Grants Program:  Recommended Awards – Fiscal Year 2017-18 (pdf)
Motion:
That the Grants Committee recommend Regional Council approve:

1. The award of four (4) operating grants as described in the Discussion section of this report for a   combined total of $132,210 from Account C801-8004;

2. The award of one (1) capital grant as described in the Discussion section of this report for a total of $5,595 from Account C801-8004;

3. The award of one (1) One-time Special Project Grant as described in the Discussion section of this report for a total of $2,500 from Account C801-8004; and the allocation of $8,195 towards EMO JEM as described in the Discussion section of this report from Account C801-8004

9.1.4  Administrative Order 2014-001-ADM Tax Relief for Non-Profit Organizations: Appeal – Black Educators Association (pdf)
Motion:
That the Grants Committee recommend that Halifax Regional Council:

1. Confirm that the tax relief provided to the Black Educators Association remain unchanged for fiscal year 2016-17; and

2. Direct the CAO to direct staff to consider the Association’s request for an increase in level of tax relief during the regular application review and decision-making process for the 2017-2018 fiscal year.
