That Halifax Regional Council adopt the proposed amendments to Administrative Order 29 Respecting HRM Civic Addressing Policies as set out in Attachment A of the staff report dated February 21, 2017 in order to approve:
 1. The naming of one new public street and three new private lanes as identified in Attachment B and Maps 1-4 of the staff report dated February 21, 2017 and;
 2. The renaming of St. Cecelia Drive, Halifax to St. Cecilia Lane, Halifax as identified in Attachment B and Map 5 of the staff report dated February 21, 2017.

 That Halifax Regional Council:
 1. Initiate the process to consider amendments to the Halifax Municipal Planning Strategy to alter the boundaries of the land use designations on the Generalized Future Land Use Map in the area of Brewer Court and the Stoneridge on the Park Subdivision, Halifax; and
 2. Follow the public participation program for Municipal Planning Strategy amendments as approved by Regional Council on February 27, 1997.

Initiate the process to consider amending the Regional Municipal Planning Strategy, the Regional Subdivision By-law and the Sackville Land Use By-law, to permit residential development and an extension of the municipal water service boundary on the lands identified as PID #41404096 and PID #40507824 in Lower Sackville, and;
 2. Follow the public participation program for Municipal Planning Strategy amendments that was adopted by Regional Council on February 27, 1997.

14.2.1 Budget Increase to CVD01087 – Fleet Vehicle Replacement [PDF]
Motion:
 That Halifax Regional Council:
 1. Approve an increase to Project Account CVD01087 – Fleet Vehicle Replacement in the amount of $165,815; and
 2. Approve an unbudgeted withdrawal in the amount of $129,906 from the Obligation Reserve, Fleet Vehicles and Equipment reserve Q531, as outlined in the Financial Implications section of the January 12, 2017 staff report.

14.2.2 Write-off of Uncollectible Accounts [PDF]
Motion:
 That Halifax Regional Council approve the following:
 1. The real property tax accounts in the amount of $33,768.43 comprised of $24,742.50 principal and $9,025.93 interest as summarized in Schedule 1 of the staff report dated February 20, 2017 be formally written out of the books of account;
 2. The general revenue accounts in the amount of $19,128.58 comprised of $17,898.49 principal and $1,230.09 interest as summarized in Schedule 1 of the staff report dated February 20, 2017 be formally written out of the books of account;
 3. The recreation accounts in the amount of $20,083.42 comprised of $20,083.42 principal and $0.00 interest as summarized in Schedule 1 of the staff report dated February 20, 2017 be formally written out of the books of account.

Motion:
 That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy and the Land Use By-law for the Halifax Peninsula, as set out in Attachments A and B of the January 20, 2017 report, with the exception that the overall height of the development as referenced in 2.10.1(c) of the proposed policy be amended to allow for a building no greater than 62 metres, and schedule a public hearing.

 

14.4 BOARD OF POLICE COMMISSIONERS
14.4.1 Creation of the Halifax Regional Police Foundation (HRPF) [PDF]
Motion:
 That Halifax Regional:
 1. Endorse the establishment of a Halifax Regional Police Foundation (HRPF) under the auspices of the Community Foundation of Nova Scotia;
 2. Approve the direction of all future proceeds from the sale of HRP-crested merchandise and related logoed items to the Foundation;
 3. Endorse the transfer of all non-HRM budgeted monies presently under the control of the Chief of Police intended for community-related programming to the new Foundation once established.

14.5.1 Halifax Explosion 100th Anniversary Grants Program Recommended Awards – Fiscal Year 2016 [PDF]
Motion:
 That Halifax Regional Council approve the ten (10) grants as detailed in the Discussion section of the February 1, 2017 staff report, plus an application from the Atlantic Book Awards Society, as outlined on page 11 of the staff report, for a total of eleven (11) grants with a combined total of $76,480 from Account M311-8004.

14.5.2 Request from the Community Foundation of Nova Scotia to partner in the Community Foundations of Canada 150 Fund [PDF]
Motion:
 That Halifax Regional Council request a staff report on the request by the Community Foundation of Nova Scotia to partner with the HRM Community Grants Program in regard to the Community Fund for Canada’s 150th.

14.5.3 Volunteer Search and Rescue Grants Program – Recommended Awards – Fiscal Year 2016-17 [PDF]

 That Halifax Regional Council approve:
 1. The award of four (4) operating grants as described in the Discussion section of the January 18, 2017 staff report for a combined total of $125,148 from Account C801-8004;
 2. The award of three (3) capital grants as described in the Discussion section of the January 18, 2017 staff report for a combined total of $14,975 from Account C801-8004; and
 3. The allocation of $8,377 towards Emergency Management Organization (EMO) Joint Emergency Management Teams (JEM) as described in the Discussion section of the January 18, 2017 staff report from Account C801-8004.

14.6.1 Councillor Karsten – Request for a Staff Report Regarding the Reinstatement of a Halifax Regional Municipality Youth Advisory Council [PDF]
 Motion:
 That Halifax Regional Council request a Staff Report with recommendations addressing the possibility of reinstating a Youth Advisory Council.

14.6.2 Councillor Mancini – Aquatic Facilities in HRM [PDF]
Motion:
 That Halifax Regional Council Request a staff report to look at the possibility of building a 50-meter pool in HRM. Staff should consult with Swim Nova Scotia (SNS) in preparing the report to benefit by technical information, including options and other considerations to inform recommendations for the construction of a 50- metre pool. Options should include looking at building a pool within an existing HRM facility or a stand-alone facility.

 

15. MOTIONS
 15.1 Councillor Cleary
 That Halifax Regional Council move amendments to restrict any further increases to Council remuneration until the earlier of:
 (a) The staff report is received by Regional Council respecting its November 22, 2016 motion; or
 (b) November 1, 2017.

16.2.1 Ratification of Citizen Appointments to Boards and Committees – Private and Confidential Report
Motion:
 That Halifax Regional Council:
 1. Adopt the recommendations of the Standing Committee regarding the Citizen Appointments as outlined in Attachment # 1 of the private and confidential staff report dated March 13, 2017.
 2. Waive the limit on maximum length of service and ratify the appointments to the Investment Policy Advisory Committee.
 3. It is further recommended that the Citizen Appointments be released to the public following ratification and notification of the successful candidates.

16.3 Property Matter
 A matter pertaining to providing instruction and direction to officers and employees of the Municipality pertaining to the acquisition / sale of land in regard to

16.3.1 Private & Confidential Information Report, Cogswell Lands Plan, March 25, 2014 – Private and Confidential Report
Motion:
 That Halifax Regional Council:
 1. Authorize the release of a copy of the Private & Confidential Information Report regarding the Cogswell Lands Plan dated the March 25, 2014 with severing in accordance with section 477(1)(b) and the 477(1)(e) as shown in attachment 1 of the private and confidential report dated January 30, 2017, in response to the access application dated June 5, 2014; and
 2. Declassify the Private & Confidential Information Report regarding the Cogswell Lands Plan dated the March 25, 2014 and the Private and Confidential Report dated January 30, 2017 after all Cogswell lands transactions have been closed.
