Starting May 1, 2025, the municipality will begin charging a non-sufficient funds (NSF) fee for any payments returned by a financial institution due to insufficient funds, closed accounts, or incorrect banking information.

The NSF fee will be $40 per occurrence and will be applied to the associated account automatically. This change aligns our billing practices with standard municipal and financial institution policies, and it helps recover the administrative costs of processing returned payments.

We encourage residents and businesses to ensure that all banking information is accurate and that sufficient funds are available before making payments to avoid any unexpected fees.

For more information, please review the frequently asked questions below or contact 311.

What is an NSF fee?

A NSF (non-sufficient funds) fee is a charge applied when a payment is returned by your bank because there were not enough funds in your account to cover the transaction, or due to incorrect or closed account information.

How much is the NSF fee and when will it start?

The fee is $40 per returned payment and will be applied to your account beginning May 1, 2025.

Why is the municipality charging NSF fees now?

The implementation of NSF fee billing helps recover administrative costs associated with processing returned or failed payments. This practice is common among municipalities and utility providers.

How can I avoid NSF fees?

To avoid NSF fees:

  • Ensure sufficient funds are available before making payments.
  • Double-check banking details for accuracy.
  • Monitor your account for any scheduled payments.
  • Consider setting up alerts through your financial institution.
How will I be notified if I am charged an NSF fee?

If a payment is returned, you will receive a notice indicating the failed transaction and the NSF fee applied.

Who can I contact if I have questions about an NSF charge?

You can contact 311 or email contactus@311.halifax.ca for assistance with your account or to discuss any NSF charges.
