TEAL architects + planners Inc. is applying to discharge the existing development agreement at 3 Bruce Street and enter into a new development agreement at 3 and 5 Bruce Street to allow residential development.

The applicant originally applied to develop a five (5) storey mixed use building with ground floor commercial and containing 52 residential units.   The major aspects of the original proposal were:

  • Five stories or 54 feet in height;
  • Approximately 5200 square feet commercial space on the ground floor;
  • 52 residential units; and
  • 44 underground parking spaces.

The revised proposal will occupy the same subject lands and site access as the original at the intersection of Bruce Street and Woodlawn Road. The change in the application is the proposed development of a 7 storey building with 78 residential units and 8290 square feet commercial space on the ground floor level and 40 parking spaces. The revised proposal also differs from the original in that at the first floor level the commercial space protrudes from the building to cover most of the roof of the below grade parking. This creates a stepback at the second level extending to the building wall and is intended to create a transition to the surrounding low rise development.

The original and revised Development Plans (provided below) outline the development proposal in detail, and include information related to proposed buildings, parking locations, driveway access, and landscaping.

Process

The application will be considered under the Development Agreement and the Discharging Development Agreement processes 

Status

The revised application was subject to the team review and is now in the public consultation stage of the planning application process. Please note the Proposal and Submitted Documents are still for the original five storey application but now includes the 7 storey proposal and revised Traffic Impact Study.

The following stage of the planning application process is the analysis of public input and team review comments and concerns against the framework of the enabling policy, IP-5, of the Dartmouth Municipal Planning Strategy.

Documents Submitted for Evaluation

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning and Development office at 3rd Floor, Duke Tower, Halifax.
