Halifax Harbour Bridges Board of Commissioners - Opportunity

Overview:

As a commission of the provincial government, Halifax Harbour Bridges (HHB) reports to the Minister of all Public works and receives its funding from the Province of Nova Scotia through the annual budget process. HHB is the forward-thinking manager of key transportation infrastructure assets in the Halifax Regional Municipality. HHB was created in 1950 by a statute of the Province of Nova Scotia.

Objectives/Functions:

To maintain and operate the Bridges and any other transportation project authorized by Section 27 of the HDBC Act. 

Membership - Nine (9) members as follows:

  • Five (5) members appointed by the Province of Nova Scotia
  • Four (4) members appointed by the Halifax Regional Municipality
    • Two (2) members of Council
    • Two (2) residents of the Halifax Regional Municipality 

Position Available:

  • One (1) member of the Halifax Regional Municipality

Work and Governance Experience Requirements:

Board members must possess professional qualities and behavioral characteristics that support the effective operations of a Board, including integrity and high ethical standards, objectivity, commitment to, and have interest in the organization.

Members must also have demonstrated competencies in the areas of:

  • Governance - training or expertise in best practices for board corporate governance; experience serving on or reporting to a board
  • Strategic thinking – able to consider the big picture and identify viable alternative solutions
  • Leadership – professional experience with significant accomplishments in business, government, or the non-profit sector.
  • Decision making – comfortable with the responsible use of Board authority; results oriented
  • Communications – able to present opinions clearly, frankly, and constructively; able to ask questions in a manner that contributes positively to debate
  • Analysis – well-developed conceptual thinking and problem-solving skills; able to focus on important issues

Desired Skillset:

The Board will have a combination of the following skills amongst the members, as demonstrated by education, training, or experience:

  • Engineering and or/large scale infrastructure construction and maintenance
  • Financial literacy/financial expertise
  • Accounting
  • Expertise in developing and implementing public policy
  • Business management experience at a senior level
  • Human resource management
  • Reputation management and public/stakeholder communication and/or engagement.
  • Legal expertise
  • Project management
  • Technology management
  • Risk management and internal controls
  • Safety

Length of Term: 

  • 1, 2, or 3 years, at the discretion of Regional Council

Meeting Schedule & Location:

Location: Board meetings are in-person; Committee meetings are virtual
Day: Varies
Time: 8:30 a.m. - 11:00 a.m. (most often)
Frequency: Average of five Board meetings plus one full-day planning session per year.   Each Committee meets quarterly. Members are expected to sit on at least one and preferably two Committees.  Meeting times and locations are subject to change.
