Would you like to speak during Public Participation?
There are two opportunities to sign up as a speaker for in-person Public Participation:
Option 1: Register in advance
Zoom is available as an option for pre-registered speakers only.
Contact the Municipal Clerk's Office no later than 4:30 p.m. on December 5, 2025:
- Send an email to viningk@halifax.ca If you’re signing up via email and you don’t receive a response from us within one business day, phone our office at 902.490.4210 to confirm receipt. Please ensure you check your email’s junk/spam folder regularly.

- Fax 902.490.4208 and include a call back phone number or email
In your message, state that you wish to speak during Public Participation at the December 8, 2025 North West Community Council meeting, and give your name and community of residence, and whether you wish to speak in person or speak using Zoom.
Option 2: During the meeting
During the meeting, after all the pre-registered speakers have been called, the Chair will call three times to ask if there is anyone else present who would like to speak. If you are present in the meeting room you can indicate your wish to speak at that time.
PLEASE NOTE: All Community Council meetings will be audio and/or video recorded for the purpose of creating a record of the proceedings. If you do not wish to be recorded, do not sign up to speak; you can provide a written submission via clerks@halifax.ca.

Motion:
In accordance with Administrative Order One, the following motion shall be placed on the floor:
That the appeal be allowed.
Community Council approval of the appeal will result in refusal of the variance. Community Council denial of the appeal will result in approval of the variance. Staff recommend that Community Council deny the appeal.

Motion:
That North West Community Council:
1. Approve the proposed development agreement, which shall be substantially of the same form as set out in Attachment A of the staff report dated October 24, 2025; and
2. Require the development agreement be signed by the property owner within 240 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end.

Motion:
That North West Community Council give notice of motion to consider the proposed amending agreement, as set out in Attachment A of the staff report dated October 28, 2025, to extend the commencement date for construction by five (5) years and completion date by eight (8) years and amend section 6.2 of the existing development agreement to allow for any future extension to the commencement and completion dates through the non-substantive process and schedule a public hearing.
14.1.2 PLANAPP 2024-00911: Development Agreement for a commercial recreation use at 5933 Prospect Road, Big Lake [PDF]
Motion:
That North West Community Council:
1. Give notice of motion to consider the proposed development agreement, as set out in Attachment A of the staff report dated November 21, 2025, to permit a commercial recreation use (Stargazing Park) and schedule a public hearing;
2. Give First Reading to consider the proposed amendments to the Land Use By-law for Planning Districts 4, as set out in Attachment B of the staff report dated November 21, 2025, to address a housekeeping matter and schedule a public hearing which shall be held concurrently with that indicated in Recommendation 1.
