5.1 Case 22332:  Municipal Planning Strategy and Land Use By-law Amendments for the R-4 Zone near Dunbrack Street, Halifax [PDF]

Motion: 
That Halifax and West Community Council recommend that Halifax Regional Council:
1. Give First Reading to consider the proposed amendments to the Halifax Municipal Planning Strategy and the Land Use By-law for Halifax Mainland, as set out in Attachments A and B of the staff report dated October 15, 2020, to create a new designation and zone to permit high density redevelopment near Dunbrack and Willett Streets, to amend the zoning for low-density residential properties to better match existing development, and to rezone parkland to the Park and Institutional Zone, and schedule a public hearing; and
2. Adopt the proposed amendments to the Halifax Municipal Planning Strategy and the Land Use By-law for Halifax Mainland, as set out in Attachments A and B.

8.1.1 Case 22851: Non-substantive amendments to an existing development agreement for 2250-2260 Maitland Street, Halifax – SECOND READING [PDF]
Motion: 
That Halifax and West Community Council: 
1. Approve, by resolution, the proposed amending development agreement, which shall be substantially of the same form as set out in Attachment A of the staff report dated May 26, 2020; and 
2. Require the agreement be signed by the property owner within 240 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end.

8.1.2 Case 23219: Discharge Development Agreement for property at 2215 Gottingen Street, Halifax [PDF]

Motion: 
That Halifax and West Community Council:
1. Approve, by resolution, the Discharging Agreement, which shall be substantially of the same form as set out in Attachment A of the staff report dated October 29, 2020; and
2. Require the Discharging Agreement be signed by the property owner within 240 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end. 

8.1.3 Case 22978:  Development Agreement for 158 Greenhead Road, Lakeside
Motion:
That Halifax and West Community Council:
1. Give notice of motion to consider the proposed development agreement, as set out in Attachment A, to permit the redevelopment of the existing residential care facility at 158 Greenhead Road, Lakeside, and schedule a public hearing. 
2. Approve the proposed development agreement, which shall be substantially of the same form as set out in Attachment A; 
3. Approve, by resolution, the Discharge Agreement, which shall be substantially of the same form as set out in Attachment B of this report; and
4. Require the Development Agreement and Discharge Agreement be signed by the property owner within 240 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end;

8.1.4 Proposed 2021 Halifax and West Community Council Meeting Schedule [PDF]

That Halifax and West Community Council approve their proposed 2021 meeting schedule as presented.

8.1.5 Councillor Appointments to Boards/Committees [PDF]
Motion: 
That Halifax and West Community Council:
1. Appoint one (1) member to the Grants Committee for a term to November 2022.
2. Appoint up to two (2) members to the Halifax Peninsula Planning Advisory Committee for a term to November 2021.
3. Appoint one (1) member to the Western Common Advisory Committee for a term to November 2022.
