Would you like to speak during Public Participation?
There are two opportunities to sign up as a speaker for in-person Public Participation:
Option 1: Register in advance
Zoom is available as an option for pre-registered speakers only.
Contact the Municipal Clerk's Office no later than 4:30 p.m. on November 3, 2025:

In your message, state that you wish to speak during Public Participation at the November 4, 2025 Halifax and West Community Council meeting, and give your name and community of residence, and whether you wish to speak in person or speak using Zoom.
If you’d like, you can let us know how to say your name using simple, sound-it-out spelling. (For example: for Leila Nahirah say “Lay-ah Nah-HEE-rah”).
Option 2: During the meeting
During the meeting, after all the pre-registered speakers have been called, the Chair will call three times to ask if there is anyone else present who would like to speak. If you are present in the meeting room you can indicate your wish to speak at that time.
PLEASE NOTE: All Community Council meetings will be audio and/or video recorded for the purpose of creating a record of the proceedings. If you do not wish to be recorded, do not sign up to speak; you can provide a written submission via clerks@halifax.ca.

14.1.1 PLANAPP 2024-00458: Substantive Amendment to a Development Agreement for 120 Brunello Boulevard, Timberlea [PDF]
Motion:
That Halifax and West Community Council give notice of motion to consider the proposed amending development agreement, as set out in Attachment A of the staff report dated October 17, 2025, to include a Nordic wellness spa as an associated service permitted under the definition of a golf course and alter the boundary of the golf course to accommodate the proposed spa, and schedule a public hearing.
14.1.2 PLANAPP 2025-00497: Development Agreement for 65-71 Sunnybrae Avenue and 70 Central Avenue, Fairview [PDF]
Motion:
That Halifax and West Community Council give notice of motion to consider the proposed development agreement, as set out in Attachment A of the staff report dated October 9, 2025, to consolidate multiple day care facilities into a Child Care Center and expand the capacity by 48 to a total of 134 children at 65 to 71 Sunnybrae Avenue and 70 Central Avenue, Fairview, and schedule a public hearing.

That Halifax and West Community Council give notice of motion to consider the proposed development agreement, as set out in Attachment A of the staff report dated October 22, 2025, to allow a 40-space Child Care Centre at 110 Frederick Avenue, Fairview, and schedule a public hearing.
