Public Engagement with the Board of Police Commissioners

There are two ways for you to share your views with the Board of Police Commissioners:

Correspondence

The Municipal Clerk’s Office can help you with distributing correspondence to the Board of Police Commissioners.

Your comments must include at least your first initial and last name—anonymous submissions will not be distributed.

Your written comments will be distributed to Members of the Board of Police Commissioners, as well as to relevant staff. They will be kept on file as part of the official public record.

As part of the public record, your comments will be distributed to other members of the public on request. Your signature and contact information will be removed before your comments are distributed to the public; however, your full submission may be viewed by request in the Municipal Clerk's Office.

Presentations

You may request to make a presentation at a meeting of the Board of Police Commissioners.

Learn about public health requirements for attending in-person meetings

Requests to present must:

  • Be placed no later than noon, one week before the desired meeting date
  • Include the topic of the presentation. Presentation topics should:
    • Relate to police services or policies;
    • Affect a segment of the community, as opposed to a single individual;
    • Relate to a strategy of policing, as opposed to a single action by an officer(s);
    • Relate to the Board’s oversight mandate, as opposed to day-to-day police operations;
    • Not relate to a conduct complaint within the jurisdiction of the Office of the Police Complaints Commissioner;
    • Not be a substantial repeat of information presented by the delegate to the Board with the past 6 months.
  • Be submitted in writing to:
    • Email: clerks@halifax.ca
    • Fax: 902.490.4208
    • Mail: Municipal Clerks Office, PO Box 1749, Halifax NS, B3J 3A5

Each presentation is limited to five minutes. Presenters may not address the Board more than twice in a calendar year without prior approval of the Board.

Immediately after a presentation, members of the Board may ask for clarification but there is no debate of the subject matter.

More detail regarding the process for presentations at the BOPC is provided in the Board of Police Commissioners Policy Manual, Part 4 s.6 "Delegations/Presentations to the Board" [PDF]

Your request, a copy of your presentation or written submission, and any additional materials distributed will be posted to the Halifax.ca website and form part of the public record

The Board of Police Commissioners may invite the public to provide input regarding specific issues at special meetings of the Board; when this occurs, the date of the meeting and how to register as a speaker will be posted.
