12.1 STAFF

12.1.1 Proposed 2019 Executive Standing Committee Meeting Schedule 
Motion:
That the Executive Standing Committee approve the proposed 2019 meeting schedule as outlined in Attachment 1 to the staff report dated November 19, 2018.

12.1.2 Councillor Appointments to Boards/Committees 
Motion:
That the Executive Standing Committee:
1. Appoint up to three (3) members to the Advisory Committee on Accessibility in HRM for a term to November 2020; and
2. Appoint three (3) members to the Halifax Water Board of Commissioners for a term to November 2020.

12.2 ADVISORY COMMITTEE ON ACCESSIBILITY IN HRM
12.2.1 Municipal Services for the Deaf and Hard of Hearing
Motion:
That the Executive Standing Committee request a staff report on the following:
1. The development and implementation of a municipal wide policy providing HRM residents of all ages with appropriate support services (sign language interpreters, notetakers, and / or CART) when accessing any HRM recreational programs including day camps. 
2. The use of professional sign language interpretation of televised HRM City Hall meetings where interpreters will be shown in split screen as opposed to PIP (“picture in picture”).

Executive Standing Committee may rise and go into a private In Camera session, in accordance with Section 19 of the Halifax Regional Municipality Charter, for the purpose of dealing with the following:
14.1 PERSONNEL MATTER
Citizen and Councillor appointments to boards and committees in keeping with the Public Appointment Policy adopted by Regional Council in August 2011, to be found at https://www.halifax.ca/city-hall/boards-committees-commissions/volunteer-boards-committees/public-appointment-policy

14.1.1 Public Nominations to the Advisory Committee on Accessibility in HRM
Motion:
That the Executive Standing Committee recommend that Halifax Regional Council:
1. Proceed to nominate three (3) persons with disabilities for a term to November 30, 2020 to the Advisory Committee on Accessibility in HRM as outlined in Attachment # 1 of the private and confidential staff report dated December 5, 2018.
2. Proceed to nominate two (2) persons with disabilities for a term to November 30, 2019 to the Advisory Committee on Accessibility in HRM as outlined in Attachment # 1 of the private and confidential staff report dated December 5, 2018.
3. Proceed to nominate one (1) community member, including parents and advocates for a term to November 30, 2020 to the Advisory Committee on Accessibility in HRM as outlined in Attachment # 1 of the private and confidential staff report dated December 5, 2018.
4. Proceed to nominate an alternative for first consideration when/if a vacancy occurs during the term. 
5. That the names of the successful appointees be released to the public following ratification and notification of applicants; and
6. That the December 5, 2018 private and confidential staff report not be released to the public.

14.1.2 Public Nominations to the Design Review Committee
Motion:
That the Executive Standing Committee recommend that Halifax Regional Council:
1. Proceed to nominate one (1) resident at large for a term to November 30, 2020 to the Design Review Committee as outlined in Attachment # 1 of the private and confidential staff report dated December 10, 2018.
2. Proceed to nominate one (1) professional at large for a term to November 30, 2020 to the Design Review Committee as outlined in Attachment # 1 of the private and confidential staff report dated December 10, 2018.
3. Proceed to nominate one (1) structural engineer for a term to November 30, 2020 to the Design Review Committee as outlined in Attachment # 1 of the private and confidential staff report dated December 10, 2018.
4. Proceed to nominate one (1) Landscape Architect for a term to November 30, 2020 to the Design Review Committee as outlined in Attachment # 2 of the private and confidential staff report dated December 10, 2018.
5. Direct the Municipal Clerk to re-advertise for Architects to the Design Review Committee.
6. Proceed to nominate an alternative for first consideration when/if a vacancy occurs during the term.
7. That the names of the successful appointees be released to the public following ratification and notification of applicants; and
8. That the December 10, 2018 private and confidential staff report not be released to the public.

14.1.3 Public Nomination to the Halifax International Airport Authority Board
Motion:
That the Executive Standing Committee recommend that Halifax Regional Council:
1. Proceed to nominate one (1) resident for a term to July 2022 to the Halifax International Airport Authority Board as outlined in Attachment # 1 of the private and confidential staff report dated December 12, 2018.
2. That the December 12, 2018 private and confidential staff report not be released to the public.

14.1.4 Public Nominations to the Halifax Water Board of Commissioners
Motion:
That the Executive Standing Committee convene to In Camera (In Private).
