Motion:
That Halifax Regional Council adopt Administrative Order Number 2019-005-ADM, the Community Area Rate Administrative Order as set out in Attachment 1 of the staff report dated June 11, 2019, including repealing the Interim Area Rate Guidelines and Recreation Area Rate Policy.

2019-20 Budgets and Business Plans for Area-Rated Services [PDF]
Motion:
That Halifax Regional Council approve the attached Resolution to Approve Area Rates and Amend the Approved Operating Budget for Fiscal 2019-20 (Appendix A of the staff report dated July 10, 2019), Schedule of Area Tax Rates (Appendix B of the staff report dated July 10, 2019), and Budgeted Revenues (Appendix C of the staff report dated July 10, 2019). 

15.1.2 Case 21956 - Amendment to the Regional Municipal Planning Strategy related to the Halifax Green Network Plan [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendment to the Regional Municipal Planning Strategy, as set out in Attachment A of the staff report dated June 11, 2019, to add a reference to the Halifax Green Network Plan within the conservation design development agreement policy criteria and schedule a public hearing. 

15.1.3 Municipal Design Guidelines (Red Book) Update – Project Initiation [PDF]
Motion:
It is recommended that Halifax Regional Council:
1. Direct the Chief Administrative Officer to initiate a process to consider amendments to the Regional Subdivision By-law, and approve the public participation program provided in Attachment A of the staff report dated August 6, 2019; and,
2. Draft amendments to the Regional Subdivision By-law to replace the Municipal Design Guidelines as described in the staff report dated August 6, 2019, and to return directly to Regional Council for consideration of the resulting amendments.

15.1.4 Administrative Order 50 – Declaration of Surplus Real Property – Package 07.19  [PDF]
Motion:
It is recommended that Halifax Regional Council:
1. Declare the properties, contained in Attachments B, C, and D of the staff report dated June 13, 2019, as surplus to municipal requirements; and
2. Categorize the properties as specified in Attachments B, C, and D of the staff report dated June 13, 2019, pursuant to Administrative Order 50, respecting the Disposal of Surplus Real Property.

15.1.5 Proposed Partnership with Province of Nova Scotia - Active Transportation Infrastructure on Highway 107 Extension [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:
1. Advise the Province of Nova Scotia that the Municipality will not provide funding for Active Transportation infrastructure as part of the Highway 107 extension project;
2. Investigate the potential to implement a multi-modal corridor on Trunk 7 (Magazine Hill), including transit priority and active transportation infrastructure; and
3. Request that the Province of Nova Scotia retain an integrated shared utility / active transportation corridor as part of the detailed design for the Highway 107 project in a location suitable for potential future construction. 

15.1.6 Proposed Amendments to Administrative Order 47, Respecting the Creation of the Business Improvement Districts – Porters Lake Business Improvement District Formation [PDF]
Motion:
That Halifax Regional Council:
1. Approve the establishment of a new Business Improvement District (BID) for the Porters Lake area, reflecting the boundary set out in Attachment L of the staff report dated July 5, 2019, and adopt the amendments to Administrative Order 47, the Business Improvement Districts Administrative Order as set out in Attachment N of the staff report dated July 5, 2019 to establish the Porters Lake Business Improvement District.
2. Approve the proposed area rate levy of $0.10 per $100.00 of assessed value for commercial assessment to be applied within the Porters Lake Business Improvement District effective in the 2019-20 fiscal year with a minimum of $300 and a maximum of $3,000 per property.
3. Direct the Chief Administrative Officer (CAO) to amend the Business Improvement District Service Agreement as adopted by Regional Council on August 9, 2012 to reflect the two-tiered approach to year-end financial reporting as set out in Table 1 of the Discussion section of the staff report dated July 5, 2019 and adopt this as the standard agreement for new Business Improvement District Service Agreements.
4. Authorize the Mayor and Municipal Clerk to execute amended Business Improvement Districts Service Agreements with all Districts currently listed in Administrative Order Number 47.
5. Authorize the Mayor and Municipal Clerk to execute the amended Business Improvement District Service Agreement with the Porters Lake Business Improvement District. 
6. Defer the Porters Lake Business Improvement District’s eligibility to apply to the BID Contributions Fund until the 2020-2021 fiscal year. 
If Regional Council approves, the formation of the BID will be effective upon receipt of proof of registration of a non-profit organization, pursuant to the Nova Scotia Registry of Joint Stock Companies’ business registration requirements. 

15.1.7 Feasibility of Rockcliffe Crescent Extension, Hammonds Plains [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to maintain the existing street network connections to the Hammonds Plains Road for the Highland Park subdivision; and allow construction of a second connection to the Highland Park Subdivision to take place through the subdivision approval process.  
 

15.2 TRANSPORTATION STANDING COMMITTEE
15.2.1
First Reading Proposed By-law U-105, an Amendment to By-law U-100, the User Charges By-law – Halifax Transit Fare Strategy 2019 [PDF]
Motion:
That Halifax Regional Council:
1. Give First Reading to By-law U-105, the purpose of which is to amend Schedule 1 of By-law U-100, the User Charges By-law, establishing changes to the existing fare structure and fares as set out in Attachment 2 of the Transportation Standing Committee report dated July 29, 2019, subject to retaining the senior fare category and increasing the senior's fare proportionate to the proposed increases to the general fare.
2. Direct the Chief Administrative Officer to begin planning a Student Transit Pass pilot program by meeting with Halifax Regional Centre for Education (HRCE) and Conseil Scolaire Acadien Provincial (CSAP) officials to discuss potential partnership opportunities, program details, timelines, logistics, marketing and costs.
3. Direct the Chief Administrative Officer to prepare a report investigating the feasibility of implementing a fee for access to Halifax Transit Park and Rides. 
4. Request a supplementary report that shall include but not be limited to detailed study on income levels of seniors who are regular bus users, cost of a free transit for seniors program, and costs of increasing the fare while adopting an enhanced seniors low income pass program.
5. Identify funding for the youth free transit program pilot prior to implementing the pilot.
 

15.3 HARBOUR EAST MARINE DRIVE COMMUNITY COUNCIL
15.3.1
Case 21937 - Regional Municipal Planning Strategy Amendment to enable amendments to the Existing Development Agreement for Seven Lakes Development, Porters Lake and Non-Substantive Amendments to existing Conservation Design Development Agreements [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Regional Municipal Planning Strategy as set out in Attachment A of the revised staff report dated June 19, 2019 and schedule a Public Hearing to: 
a. Amend the site-specific policy G-19 to include lands of the existing Seven Lakes Development Agreement in Porters Lake and allow substantive and non-substantive amendments to the lands to be considered under the policies in effect at the time the development agreement was approved; and
b. Establish policy which enables non-substantive amendments to all existing Conservation Design Developments under the 2006 Regional Plan policies to be considered under the policies in effect at the time the development agreement was approved.
 

15.4 HERITAGE ADVISORY COMMITTEE
15.4.1
Case H00468 – Request to Include 26 Elliot Street, Dartmouth in the Registry of Heritage Property for the Halifax Regional Municipality  [PDF]
Motion:
That Halifax Regional Council:
1. Set a date for a heritage hearing to consider the inclusion of 26 Elliot Street, Dartmouth, in the Registry of Heritage Property for the Halifax Regional Municipality; and
2. Request a supplementary staff report examining the potential inclusion of interior elements as character defining heritage elements for 26 Elliot Street.

Motion:
That Halifax Regional Council request a staff report examining the potential for including 5988 University Avenue, Halifax, in the Registry of Heritage Property for the Halifax Regional Municipality.

15.5.1
Councillor Austin – Street Navigator Program   [PDF]
Motion:
That Halifax Regional Council request a staff report on continuing the partnership with the Downtown Dartmouth and North End Business Improvement Districts for a street navigator program through multi-year funding in the amount of $60,000 per year during the 2019-2022 period. Report to return to Council prior to the program running out of funding on November 1.

That Halifax Regional Council:
