That the Environment & Sustainability Committee request a staff report to consider the implementation of a Pilot Program to recycle/dispose discarded cigarette butts and communicate with the Cities of Toronto, Montreal and Vancouver who have implemented this program.

Motion:
That the Environment &Sustainability Standing Committee recommend that Regional Council:
1. Appoint the two applicants, outlined in the discussion section of the staff report dated May 24, 2017, to the Halifax Regional Water Commission Board and that the identity of the appointees be released to the public following ratification and notification of the successful candidates.
2. Not release the private and confidential report dated May 24, 2017 to the public.
